Local Police Municipal System is made to invest the local government with police authority to take duties of the police’s installation, maintenance and operation. In this system, direction and supervision are divided to police agency and local government.
The background of the system’s introduction also reflected concerns that if the police’s authority increases due to the adjustment of the prosecution and police investigation rights, it could cause damage to the people as it did in Korean history in the past.
If the local police municipal system is implemented, it will become more responsible for the security of the region and the service of the people.
the crime rate and kindness can be important evaluation factors for local heads and organizations. As the budgeting process is simplified, the speed and efficiency of the project can also be high.
The first implementation is scheduled for July 1 in Korea. However, conflicts between local governments and police emerged in the process of enacting and institutionalizing related ordinances.
In this session, we will look at the newly introduced autonomous police system as a way to establish social safety and order that are essential for sustainable peace. It will also review various issues of the recently revised criminal law system and consider ways to improve it.
In particular, the Jeju municipal police, which was first introduced in the country since 2006, is the only one to operate in a dualize structure, will seek results and future tasks.

자치경찰제는 지방자치단체에 경찰권의 일부를 부여하고, 경찰의 설치·유지·운영에 관한 책임을 담당하도록 한 제도이다. 국가경찰과 자치경찰의 지휘·감독권을 경찰청과 지자체장 소속의 합의제 행정기관인 자치경찰위원회가 나눠 갖는다.
제도가 도입된 배경에는 검경수사권 조정으로 경찰의 권한이 커지면 과거 한국사에서 있었던 것처럼 국민들에게 피해가 발생할 수 있다는 우려도 반영됐다.
자치경찰제가 시행되면 지역의 치안유지 및 대민서비스에 더욱 책임감을 가지게 된다. 범죄율와 친절함이 지자체장 및 조직의 중요한 평가요소가 될 수 있기 대문이다. 예산편성 절차가 간소화되면서 사업추진의 속도와 효율성도 높 수 있다.
한국에서는 오는 7월 1일 첫 시행을 앞두고 있다. 하지만 관련 조례를 제정하고 제도화하는 과정에서 지자체와 경찰 간의 갈등이 표면화되기도 했다.
이 세션에서는 지속가능한 평화를 위해 꼭 필요한 사회적 안전과 질서를 정착시키는 방법으로 새롭게 도입되는 자치경찰제를 살펴본다. 또한 최근 개정된 형사법 제도의 다양한 쟁점을 검토해보고 개선방안을 검토한다.
특히 지난 2006년부터 전국에서 처음으로 도입되었고 유일하게 2원화 구조로 운영될 예정인 제주자치경찰의 성과와 앞으로의 과제를 모색한다.
