고영권은 제주특별자치도 정무부지사이다. 제주 출생으로 서울대학교 법학과를 졸업했다. 제47회 사법시험에 합격한 후 법무법인 ‘아태’에서 근무했다. 2009년 제주에 법률사무소 청어람을 개소하며 대표 변호사로 활동했다. 제주시 고문변호사, 교육청 고문변호사, 감사위원회 자문위원, 제주자치경찰단 치안행정위원 등을 거치며 행정경험과 지역 공익활동을 계속했다. 정무부지사 취임 이후 소관분야인 1차 산업과 미래 신산업을 융합해 6차산업 활성화 및 지속가능한 농어업 사회 모델 마련을 위한 노력하고 있다. 또한 제주특별법 개정을 통해 더 높은 수준의 자치권을 확보하고 지방분권을 확대할 수 있도록 도의회와 협력하고 있다.

Young-kwon Ko is a vice governor for Political Affairs of Jeju Special Self-Governing Province. He was born in Jeju and graduated Department of Law in Seoul National University. He passed 47th bar exam and worked at the Lawfirm Kim&Kim. He opened a law office Cheongeoram.
He served local services as a corporation lawyer for Jeju City and Jeju Special Self-Governing Provincial Office of Education. Also he was a consultant for the Audit Committee and a member of a Security Administration for the Jeju Municipal Police. After he was inaugurated as a vice governor, he is making efforts to revitalize the sixth industry and prepare a sustainable farming and fishing society by combining the primary and new industries.
Also, he is cooperating with the Jeju Council to obtain autonomy and decentralization rights by amending Special Act on Jeju Special Self-Governing Province.
