Korea-Middle East Cooperation in the Post-Coronavirus Era		 Charlotte
ㅇ 2020 Korea-Middle East Cooperation Forum will be held in the Jeju Forum under the session of ‘Korea-Middle East Cooperation in the post-coronavirus era’, and will discuss △the impact of COVID-19 pandemic on the Middle East and the △approaches to enhance Korea-Middle East cooperation in the post coronavirus era.

ㅇ The Middle East, which suffered from the outbreak of MERS just a few years ago is once again faced with a health crisis due to the COVID-19 pandemic. The continuation of low oil price combined with the spread of the novel corona virus has induced political and economic crisis in Middle Eastern countries.

ㅇ The COVID-19 pandemic also had a profound effect on the geopolitical changes in the Middle East. Several events has occurred and provoked conventional geopolitical structure of the region to shift. Following the first arrival of an UAE aircraft carrying quarantine goods in Israel, on August 13, UAE and Israel have reached a historic agreement to normalize their relationship for the first time in the Gulf.

ㅇ While Middle Eastern countries which were pushing for a new vision in the post-oil era are facing new challenges amid the pandemic, the necessity of reformation has increased again. The importance of new growth engines, human security and health cooperation has rapidly emerged while providing new opportunities for us seeking to diversify cooperation with the Middle East.

ㅇ 2020년도 한-중동 협력포럼은 제주포럼 ‘포스트 코로나 시대의 한 중동 협력’ 세션으로 개최된다. 동 세션에서는 △코로나-19 팬데믹이 중동 정세에 미치는 영향과 함의 △포스트 코로나 시대의 한-중동 협력 방안에 대하여 논의하고자 한다.

ㅇ 불과 몇 해 전 메르스(MERS) 창궐을 겪은 중동지역은 코로나19로 인해 다시 한 번 보건 위기에 직면하였다. 바이러스의 확산과 더불어 저유가 기조의 지속은 중동 국가들의 정치 경제적 위기를 가져왔다.

ㅇ 코로나19 확산은 중동 지정학의 변화에도 지대한 영향을 미쳤다. 전통적인 중동정치구조의 변화를 촉진하는 사건들이 발생한 것이다. 방역물품을 실은 UAE 항공기가 처음으로 이스라엘에 도착한 데 이어, 지난 8월 13일 UAE와 이스라엘은 걸프국과의 최초 관계정상화라는 역사적 합의를 이루어냈다.

ㅇ 포스트 오일 시대를 맞아 새로운 비전을 추진하던 중동 국가들은 코로나 팬데믹으로 인해 새로운 도전을 맞았으나, 개혁의 필요성은 더욱 증가하였다. 신성장동력, 인간안보, 보건협력의 중요성이 급격히 부상하였고, 이는 중동과의 협력 다변화를 모색하는 우리에게도 새로운 기회를 제공하고 있다. 금번 세션에서 우리는 팬데믹 이후의 중동 정세를 조망하고, 한-중동 협력의 새 방향을 제시해보고자 한다.
