Transnational cyber threats have become a grave challenge to national security across the globe. With the advances in Information and Communications Technology (ICT), the ways of cyber incidents have become more sophisticated and diversified. So it is important to establish international norms on cybersecurity for sustainable peace that all UN member states need to comply with to develop a open and secure cyberspace. In this regard, as specified in the resolutions adopted in the 73rd session of the United Nations General Assembly in 2018, the GGE and the OEWG initiated by the US and Russia respectively have been established under the auspices of the UN. With these two processes, we have witnessed the conflict of opinions among member states in the field of cyber security. Due to the conflict, the OEWG has had many struggles in the whole process to achieve a consensus. This session brings together experts not only from Korea but also from all over the world to infer views on cyber security and to discuss how the two aforementioned mechanisms can work together effectively and how member States can contribute to promote discussion on international cyber security norms.

초국경적인 사이버위협은 전세계적으로 국가 안보에 중요한 도전이 되고 있다. 정보통신기술의 발전으로 사이버 침해는 복잡하고 다양해지고 있으므로, 지속가능한 평화를 위해서는 개방되고 안전한 사이버공간 조성을 위하여 모든 유엔 회원국이 준수해야 할 국제적인 사이버안보 규범 조성이 중요하다. 이러한 가운데, 2018년 제73차 유엔총회에서 미국 주도의 ‘정보안보 정부전문가그룹(GGE)’ 설치 결의안과 러시아 주도의 ‘개방형 워킹그룹(OEWG)’ 설치 결의안이 모두 통과됨에 따라, 사이버안보 국제규범 논의를 위한 프로세스가 이원화되는 양상이 펼쳐지게 되었다. 2021년 3월 개최된 OEWG에서는 이러한 견해 차이로 참여국들이 컨센서스를 이루는 데 지난한 어려움이 있었다. 본 세션에서는 국내외 전문가들 간 논의를 통해 사이버안보 분야에서 각 회원국들이 가지고 있는 전략을 추단해 보고, 향후 두 그룹이 상호 보완적으로 운영될 수 있는 방안과, 참여국들이 상충되는 이해관계를 극복하고 건설적으로 국제 사이버안보 규범을 수립해 나가는 데 있어 어떻게 기여할 수 있을 것인지 모색하고자 한다.
