에네켄 티크는 핀란드 리크사에 소재하는 사이버정책연구소(CPI)의 대표이자 헬싱키 대학교 에릭 카스트렌 연구소(ECI)의 부연구위원이다. ICT와 국제공법에 관심을 가지고 변호사로 경력을 쌓아왔으며, 2000-2012년 에스토니아의 개인정보보호, 공공 전자 서비스 및 사이버안보 법률의 발전에 참여하였다. 티크 박사는 NATO CCDCOE의 출범 당시 팀의 일원으로서 법률 및 정책 파트를 설립하고 이끌었으며, 첫번째 탈린 매뉴얼 프로젝트(2009-2011) 발간 작업을 개시, 추진하였다. 국제전략연구소(IISS, 2012-2016)의 사이버안보 선임연구원으로 재직 중에는, 'Strategic Dossier on the Evolution of the Cyber Domain'를 출간하였고, UN GGE(2012-2013, 2014-2015, 2016-2017) 회기 중에는 국제법, 국제 사이버 정책, 사이버 외교에 대해 에스토니아의 정부자문을 수행하였다. CPI에서 Cyber Conflict Prevention 프로젝트와, ECI에서 국가의 ITC 사용에 대한 국제법 적용을 연구하는 1nternat10nal Law 프로젝트를 주관하고 있다. Routledge Handbook on International Cybersecurity(2020)의 공동 편저자이다.

Eneken Tikk (dr.iur) is Executive Producer of the Cyber Policy Institute (CPI) in Lieksa, Finland and associate researcher at the Erik Castrén Institute (ECI) of Helsinki University. She began her career as a lawyer with interest in ICTs and public international law and she has participated in developing Estonian data protection, public e-services and cybersecurity legislation in the period of 2000-2012. Dr Tikk was member of the team that started the NATO CCD COE, where she established and led the legal and policy branch. She initiated and coordinated the (first) Tallinn Manual project (2009-2011). During her term as Senior Fellow for Cyber Security at the International Institute for Strategic Studies (IISS, 2012-2016), Eneken published the Strategic Dossier on the Evolution of the Cyber Domain. She advised the Estonian expert in the UN GGE (2012-2013, 2014-2015 and 2016-2017), on international law, international cyber policy and cyber diplomacy. Eneken leads the Cyber Conflict Prevention project at CPI and heads the 1nternat10nal Law project at ECI, focused on applying international law to state uses of ICTs. She is co-editor of the Routledge Handbook on International Cybersecurity (2020).
