 코로나19 시대 지속가능한 미래를 위한 회복력 있는 도시
Urban Resilience for the Sustainable Future in the COVID-19 Context		 Charlotte
Currently, half of the world’s population live in urban areas. This number will increase up to two-thirds by 2050. Rapid and expansive urbanization, however, poses profound challenges. This is exactly the case for COVID-19 pandemic. For instance, more than 90% of the confirmed COVID-19 cases have arisen from the urban areas. This raises critical questions about urban resilience in responding to the crisis. Urban resilience is a composite ability of many different capacities in confronting disasters and crises. One of the biggest challenges in developing policy frameworks for urban resilience is that its concept is still vague to many decision-makers, which can lead to a confusion in urban policy directions.

In this context, the session will focus on the multi-sectoral nature, mainstreaming, planning and governance of urban resilience. It will also examine some cases of urban resilience plans and actions in the COVID-19 context.

현재, 전 세계 인구 절반이 도시지역에 거주하고 있으며, 2050년이면 이 수치는 2/3로 증가할 것으로 보인다. 그러나 급속하고 광범위하게 이루어지고 있는 도시화는 지금 심각한 도전에 직면해있다. 전 세계를 강타하고 있는 코로나19 확진 사례 90%가 도시에서 나타나고 있으며, 이는 위기에 대응하는 도시회복력의 중대한 사안이라고 할 수 있다. 도시회복력은 도시가 재난과 위기에 직면했을 때 이를 흡수하고 회복할 수 있는 복합적인 능력을 말한다. 도시회복력 정책에 있어 가장 큰 문제 중 하나는 도시회복력의 개념이 많은 의사결정자들에게 여전히 모호하게 다가온다는 것이다. 이는 도시 정책 방향에 혼란을 야기할 수도 있다.

이에 이번 세션을 통해 코로나19 상황에서의 도시회복력 계획 및 실천 사례와 더불어 도시회복력의 복합·다양성, 주류 담론과 거버넌스에 대한 논의의 장을 마련하고자 한다.
