핵확산금지조약의 미래

Critics have asserted that the 2015 NPT Review Conference 'failed', but how damaging was that outcome (three previous review conferences failed to agree on a substantive final review document)? The DPRK challenge remains unresolved but the Iran challenge has been averted/delayed and the NPT was invaluable in achieving the deal. The absence of progress on Article VI continues to be damaging to the NPT's credibility but the non-proliferation and peaceful uses under international safeguards norms remains powerful. We can't be complacent; new ideas are needed for maintaining and strengthening the NPT and supporting counter proliferation arrangements - both regionally and globally.

비평가들은 2015 핵비확산조약 평가회의가 ‘실패’했다고 주장하는데, 그 결과가 끼친 피해는 어느 정도 일까(앞선 세 번의 평가회의는 실질적 최종 평가 보고서에 합의하는 데 실패하였다)? 물론 북한 과제는 해결 되지 못한 상태로 남아있으나, 이란 핵 문제의 확산을 막고 지연시킬 수 있었다. 이 과정에서 핵비확산 조약이 관련 협상을 성사 시키는데 매우 귀중한 역할을 했다. 핵비확산조약 제6조와 관련한 진척이 없는 것이 조약의 신뢰성을 해치고 있긴 하지만, 핵확산 방지와 평화적 핵 사용에 대한 국제적 안전 규범은 그 힘을 유지하고 있다. 우리는 이러한 수준에 안주할 수 없다. 지역적이고 국제적 차원에서, 핵비확산조약을 유지하고 강화하며 핵확산방지 협정을 지원할 새로운 아이디어가 필요하다.
