Ambassador Rakesh Sood is a Post Graduate in Physics and additionally in Economics and Defence studies. He has over 38 years of experience in the field of foreign affairs, economic diplomacy and international security issues. Before joining the Indian Foreign Service in 1976, Ambassador Sood worked for a couple of years in the private sector. Ambassador Sood initially served in the Indian missions at Brussels, Dakar, Geneva and Islamabad in different capacities and as Deputy Chief of Mission in Washington, later in his career. He set up the Disarmament and International Security Affairs Division in the Foreign Ministry, which he led for eight years till the end of 2000. During this period, Ambassador Sood was in charge for multilateral disarmament negotiations, bilateral dialogues with Pakistan, strategic dialogues with other countries including US, UK, France and Israel (especially after the nuclear tests in 1998), and dealt with India’s role in the ASEAN Regional Forum, as part of the ‘look East’ policy. He then served as India’s first Ambassador – Permanent Representative to the Conference on Disarmament at the United Nations in Geneva. He also chaired a number of international Working Groups including those relating to negotiations on landmines and cluster munitions and was a member of UN Secretary General’s Disarmament Advisory Board (2002-03). Subsequently, he was India’s Ambassador to Afghanistan from 2005 to early 2008, Ambassador to Nepal from 2008 to 2011 and to France from 2011 to March 2013. In September 2013, Ambassador Sood was appointed Special Envoy of the Prime Minister for Disarmament and Non-Proliferation Issues; a position he held till May 2014. Since his retirement he has been writing and commenting regularly in both print and audio visual media on India’s foreign policy, its economic dimensions and regional &international security issues. He is a frequent speaker/contributor at various policy planning groups and reputed think-tanks in India and overseas.

라케쉬 수드 대사는 물리학, 경제학 그리고 국방 학위를 보유하고 있다. 국제관계, 경제 외교, 국제 안보의 분야에서 38년 넘게 종사하였다. 1976년에 인도 외교부에 입문하기 전에 민간부문에서 몇 년간 종사하였으며 외교부 입문 초기에는 브뤼셀, 다카르, 제네바, 이슬라마바드 등 여러 나라에서 다양한 외교 활동을 펼친 바 있다. 후에 외교부 차관으로 워싱턴에 파견되었다. 인도 외교부에 무장해제 및 국제안보부서(Disarmament and International Security Affairs Division)를 설립하였고 2000년 말까지 8년 동안 단체장을 역임하였다. 이 기간 동안 다자간 비핵화 협상, 파키스탄과 상호협정, 미국, 영국, 프랑스, 이스라엘 (특히, 1998년 핵 실험 이후)과의 전략대화를 담당하였으며 ‘동쪽을 보아라’ 정책 (‘look East’ policy)에 관련한 아세안 지역 포럼 (ASEAS Regional Forum)에서 인도의 역할을 확립하였다. 그 이후에 그는 UN 제네바 지사의 군축회담 (Conference on Disarmament)의 주UN 대표부 첫 인도 대사로 지냈다. 더불어 지뢰 협상, 집속탄에 관련된 다양한 국제 실무그룹의 주재했으며 유엔 사무 총장 군축 자문 위원으로 지냈다 (2002-03). 차후의 2005년부터 2008년까지 주 아프가니스탄 인도 대사, 2008년부터 2011년까지 주 네팔 인도 대사 그리고 2011년부터 2013년까지 주 프랑스 대사로 재임했다. 2013년 9월, 무장해제 및 비핵화 문제에 대한 수상 특사로 임명되었으며, 2014년 5월까지 특사지위를 유지했다. 은퇴 이후 정기적으로 인쇄 및 전파 매체에 인도의 외교정책, 경제, 국내 및 국제 안보 문제에 대한 의견 게재를 하고 있다. 또한 다양한 국내외 정책기획국과 싱크탱크에 참여하고 있다.
