코로나19 시대를 맞아 재난 정보 취약계층의 소외 문제가 사회 이슈로 대두됐다. ‘정보의 소외’는 일상의 불편과 위기 대응의 어려움을 넘어 사회 갈등과 고립을 심화시킨다. 그중에서도 재난 발생 즉시 정보 안내를 받기 어려운 농인들의 '정보의 소외'는 모든 생애주기에 걸쳐 생존권, 인격권, 사회참여권 등 각종 인권의 위협이 되고 있다.
음성언어 중심의 주류사회에서 수어 중심의 농인들은 주류 정보로부터 철저히 소외되는 경우가 많다. 이에 농인들이 정보의 차별을 겪지 않도록 음성언어에 의존하는 각종 정보를 문자언어나 수어로 대체하는 등의 기술적 지원이 필수다.
제주도는 이런 문제들을 인식하고 모든 계층의 공존과 협력을 위한 ‘공적 수어 통역’ 영역을 새롭게 개척해 나가고 있다. 재난 등 공적 정보에 소외받는 제주도민들이 없도록 모든 도정 정책에 수어 통역을 입혀 나가는 것이다. 이는 선도적인 모범 사례로서 정부와 타 지자체의 주목을 받고 있다.
앞으로 ‘공적 수어 통역’은 단순 복지 서비스를 넘어 공적 정보 격차 해소를 통하여 인권을 보장하고, 나아가 보장된 인권을 통하여 농인의 사회 참여 확대하는 등 세계평화와 인권을 실현하는 또 하나의 통로가 되어야 한다.
세계인권선언은 인류 가족 모두의 평등한 권리를 인정할 때 평화적 세계의 토대가 마련된다고 호소한다. ‘공적 수어 통역’ 정책 확대가 세계인권선언을 실현할 수 있는 제도적, 정책적 함의를 포함하고 있다.
이 세션에서는 농인들의 인권 보장과 사회적 참여권 확보를 위하여 제주의 ‘공적 수어 통역’이 제주를 넘어 세계 곳곳에서 활용될 수 있는 방향을 모색하고자 한다.

In the COVID-19 era, ‘Alienation of Information Vulnerable Class from Disaster Information’has emerged as a social issue.
‘The alienation of information’ aggravates social strife and isolation beyond daily inconvenience and difficulty in responding to crises.
Among them, the """"The alienation of information”of hearing-impaired people, who are unable to receive information immediately after a disaster, are threatened to various human rights such as the right to survive, personal rights, and social participation throughout their entire life cycle.
In a mainstream society centered on speech language, the deaf people centered on sign language are often completely alienated from mainstream information. As a result, technical support is essential, such as replacing various information that relies on voice language with text language or sign language so that hearing-impaired people do not suffer from information discrimination.
Jeju Island recognizes these problems preemptively and is pioneering a new area of ‘public sign language interpretation’for the coexistence and cooperation of all classes. Jeju applied sign language interpretation to all provincial government policies so that Jeju residents are not alienated from public information such as disasters.
This is a leading example and is drawing attention from the government and other local governments.
Henceforward, “Public Sign Language Interpretation”should be another channel to actualize world peace and human rights by guaranteeing human rights through bridging the public information gap beyond simple welfare services, and expanding the participation of hearing-impaired people.
The Universal Declaration of Human Rights appeals that the foundation of a peaceful world is laid when the equal rights of all human families are recognized. The expansion of the """"public sign language interpretation"""" policy implies institutional and policy implications for realizing the Universal Declaration of Human Rights.
In this session, we will seek the direction of “Public Sign Language Interpretation” to be used all over the world to guarantee the human rights and secure the rights to participate of the hearing-impaired people.
