Peace and Coexistence on the Korean Peninsula Attempted in the Realm of Life - Through the Example of the Tumen River International Joint City Construction -		 Halla
본 세션은 외교와 안보 중심의 남북관계를 시민들의 삶과 연관된 영역으로 확대시켜나감으로써 평화를 소극적 평화영역에서 적극적 평화영역으로 바꾸어 나가는 하나의 과정을 국제연합 도시 건설이라는 사례를 통해 보여준다.
전쟁이 멈춘 상태, 소극적 평화 체제를 유지하고 있는 한반도는 전쟁 재발의 위험을 동시에 안고 있다. 남북 양측과 국제사회는 한반도의 영구적 평화를 시도하였지만, 대부분은 외교 안보적 해결에 의존했고 주체 역시 제한적이었다. 따라서 본 세션은 ‘적극적 평화’를 만들어 가는 입장에서 남과 북 그리고 국제사회가 함께 공존∙공동 번영할 수 있는 이상적 모델로써 두만강 유역에 다국적연합도시 건설을 제시함으로 적극적 평화를 만들어가는 비 외교·안보 분야 전문가들의 시도를 구체화해본다. 참여 주체로서 이 분야의 청년 전문가들과 기성세대 전문가들의 협력사업의 형태로 세션을 조직화하고 토론자로서 한국건축을 대표하는 권위 있는 기관인 건축가협회 회장과 건축사협회 회장인 토론자로 참여, 각 기관이 축적한 건축 분야의 남북협력방안, 도시로써 만들어가는 공존과 공동번영을 모색한다. 아울러 북한경제 전문가와 함께 새로운 형태의 남북경협방안이 갖는 의미를 함께 살펴볼 것이다. 본 세션은 평화를 직접적으로 만들어 나가고 누릴 세대인 청년 세대들의 참여와 한반도의 지정학적 이해관계를 함께하는 국가들의 공동참여, 그리고 삶의 영역에서 만들어 나갈 공동번영이라는 새로운 평화구축 프레임을 제시함으로 향후 한반도 평화에 대한 진보된 문제의식이 활성화되기를 기대한다.

We want to show, through the case of joint nations city construction, a process of transforming peace from a passive peace realm to an active peace realm by expanding inter-Korean relations centered on diplomacy and security into areas related to the lives of citizens.
South and North Korea, and the international community tried to achieve permanent peace on the Korean Peninsula, most depended on diplomatic and security solutions. Actors are limited and also operating under government control. So We propose the new way, the construction of a multinational united city in the Tuman River basin as an ideal model for the coexistence and co-prosperity of South and North Korea and the international community. It could be also the new model as building ‘active peace’ in Korean peninsula. Through this, we hope that peace on the Korean Peninsula will be made in various ways not only architecture, but also various attempts such as culture, sports, and economy etc. And it should start with the participation of citizens, the realm of life, not just diplomacy and security.
