Understanding, Promoting, and Achieving Peace		 Diamond Hall B
There are a large number of research institutes around the world that study peace. Over the past few years, they have been conducting various studies on what peace is, what causes conflict, how conflict and peace trends have changed throughout the decades, how to achieve peace, and whether there is a way to operationalize and measure peace objectively. However, exchanges and cooperation among peace institutes have not been carried out actively. There were various reasons for the lack of interactions and engagements among peace institutes, such as no specific motivation to unite them and no institute playing a leading role. As a result, research on peace and conflict has been conducted individually at each research institute, making it difficult to accumulate and develop collective knowledge. Still, peace institutes can benefit largely by actively engaging in academic exchanges between one another, such as learning from each other's research and improving the quality of its own. For instance, peace institutes in Europe could learn how Asian institutes approach, define, and study peace, and vice versa, generating fruitful research results by incorporating diverse perspectives.
Therefore, the Jeju Peace Institute (JPI) plans to invite researchers from other peace institutes to the Jeju Forum. Specifically, the JPI plans to invite researchers from the Peace Research Institute Oslo (PRIO), Stockholm International Peace Research Institute (SIPRI), and the East-West Center. By holding a joint session composed of peace researchers, we hope to discuss various topics regarding peace, such as defining peace, discovering new peace research agendas, quantifying and measuring peace, and achieving and spreading peace globally.

전 세계 곳곳에는 평화를 연구하는 연구소가 여럿 있다. 이들은 지난 수년간 평화란 무엇인가, 분쟁의 원인은 무엇이며 평화를 성취하는 방법은 무엇인가, 평화를 객관적으로 측정할 수 있는 방법이 있는가 등에 대한 다양한 연구를 꾸준히 해왔다. 하지만 전 세계에 존재하는 평화연구소들 간의 교류·협력은 활발하게 이루어지지 않았다. 이에 대해서는 여러 이유가 있었겠지만 이들을 하나로 뭉치게 할 원동력, 그리고 이를 주도할 주체가 없었기 때문으로 보인다. 그러다보니 각 연구소가 개별적으로 평화와 갈등에 관한 연구를 진행해왔고 이로 인해 평화와 갈등에 대한 지식을 보다 많이 축적하고 발전시키는 데 어려움이 있었다. 주제가가지는 중요성에도 불구하고, 연구소들 간 활발한 학문적 교류를 통해 연구방법과 결과물을 공유하고 연구를 질적으로 향상시킬 수 있는 기회가 매우 적었던 것이다.
따라서 제주평화연구원은 제주포럼에서 전 세계 평화연구소들이 한자리에 모이는 기회를 마련하고자 한다.보다 구체적으로 제주평화연구원은 평화연구소 오슬로(PRIO: Peace Research Institute Oslo), 스톡홀름 국제평화연구소(SIPRI: Stockholm International Peace Research Institute), 그리고 미국 동서센터(East-West Center)의 대표들이 모여 평화에 대한 정의, 평화를 수치화하여 측정하는 방법, 그리고 평화를 널리 전파하는 방법 등 평화에 대한 다양한 연구 아젠다를 공유하고 이를 실행하는 방안에 대해 논의하고자 한다.
