Building Sustainable and Inclusive Communities: New Local Government System for Resolving Conflicts Peacefully		 Diamond Hall B
This colloquium seeks the Korean local council's new model for building sustainable and inclusive communities. Just as there are different government entities at the national level, local governments also have varieties for resolving conflicts peacefully. However, regardless of the political environment, all local governments have a separation of powers divided into legislative and executive branches. Such a strong mayor-council structure resulted from the past-centralized system has produced many political conflicts so far.

본 행사는 (‘지방의회 30주년’을 맞아) 지속가능하고 포용적인 지역공동체 건설을 위한 지방의회의 새로운 역할정립에 관한 내용입니다. 정부형태가 국가마다 다른 것처럼 지방정부도 정치적 갈등을 평화롭게 해결하기 위해 그 구성 형태를 달리 정할 수 있습니다. 그러나 우리나라 지방의회는 각 지방자치단체가 처해있는 사회적, 문화적 여건과 상관없이 과거 중앙집권체제에서 비롯된 『강시장-약의회형』의 기관대립형 형태를 획일적으로 채택하고 있습니다. 이는 생활정치의 현장인 지역에서조차 많은 정치적 갈등을 양산하고 있습니다.
