 주요국 정책 변화가 우리 정부의 그린뉴딜 정책 및 외교에 미칠 영향
Global Political Dynamics and Impact on Korea’s Green and Climate Diplomacy		 Charlotte
The Covid-19 crisis has no respect for boundaries and highlighted the urgency of the climate challenge that the international community faces. Furthermore, there are increasing arguments that Covid-19 recovery should be carried out in a manner that assures a balance between mankind and the ecosystem; the current and future generations.

The Korean government unveiled last July the Green New Deal that pursues net-zero emissions and accelerates a paradigm shift towards low carbon economy. Korea will be hosting the next P4G Summit in 2021 and take the opportunity to highlight the importance of green leadership in overcoming economic challenges in the aftermath of the pandemic.

The European Union also announced its own Green Deal last December and is now pursuing Green Deal Diplomacy while considering the adoption of carbon border adjustment. As member countries of the Paris Agreement prepare to submit their updated nationally determined contributions(NDC) and Long-term low emissions strategies(LEDs) by the end of this year, many countries have joined in elaborating their plans to include ambitious climate actions and objectives.

Under these circumstances, this session will serve as a venue where participants discuss the impact of the global political dynamics on Korea’s green and climate diplomacy.

전 세계인이 고통받고 있는 COVID-19 위기는 전 지구적으로 영향을 미치고 있는 기후변화 대응의 시급성을 일깨우고 있다. 이와 더불어 COVID-19로 인한 글로벌 경제 위기의 극복 과정이 인류와 자연생태계간 그리고 현 세대와 미래세대간 공존을 위한 새로운 방식이어야 한다는 목소리도 높아져가고 있다.

이에 우리 정부는 지난 7월 탄소중립을 지향하는 저탄소 경제?산업 구조로의 패러다임 전환을 추구하는 그린 뉴딜 정책을 발표하였다. 또한, 내년 개최 예정인 제2차 P4G 정상회의가 COVID-19 경제위기 극복 및 더 나은 사회를 만드는 과정에서 녹색 리더십의 중요성을 확인하는 계기가 되도록 준비할 예정이다.

국제적으로도 EU는 ‘19.12월 그린 딜 정책을 발표하였으며, 탄소국경조정 도입을 검토하는 등 Green Deal Diplomacy를 추진하고 있다. 주요국들 또한 2020년이 국별감축기여(NDC) 갱신 및 장기저탄소 발전 전략(LEDS) 제출을 해야하는 해임을 감안, 야심찬 기후목표 및 행동을 포함한 발전전략을 발표하고 있다.

이러한 국제적 추세를 감안하여, 동 세션은 글로벌 정치 동학이 현재 우리 정부가 추진중인 그린 뉴딜 정책 및 기후변화 외교에 미치는 영향에 대해 점검하고, 향후 우리 정부의 대응방향에 대해서도 논의해보고자 한다.
