Ambassador Yoo, Yeon-chul has served the Ministry of Foreign Affairs for 33 years and was appointed as the Ambassador for Climate Change in 2018. He is also serving as the Vice chair of UNFCCC’s Subsidiary Body for Implementation (SBI) since 2019.
Ambassador Yoo was involved in environmental issues since 1991, when he participated in his first climate change negotiation. He served as Director of Environment and Science Division (2003), and Deputy-Director of Energy and Climate Change Division (2009), and also worked as Director-General for International Cooperation in the Ministry of Environment (2011).
When seconded to the Presidential Committee for Green Growth from 2009 to 2011, he made contributions in the establishing of the Global Green Growth Institute (2010). Moreover he was also involved in hosting the Green Climate Fund in Korea (2012).

유연철 대사는 1987년에 외교부에 입부하여 33년간 외교업무를 수행해 왔으며, 2018년 기후변화대사로 임명되었고, 2019년 유엔기후변화협약 부속기구회의에서 부의장으로 선출되었다.
유 대사는 1991년 유엔기후변화협약 (1992년채택)을 제정하는 기후변화 협상에 최초로 참여한 이후, 지속적으로 환경이슈에 관여해 왔다. 2003년 외교부 환경협력과장, 2009년 에너지기후변화과장으로 기후변화 관련 업무를 담당하였고, 2011년에는 환경부에서 국제협력관(국장)으로 근무하였다.
유 대사는 2009년부터 2011년까지 대통령 직속 녹색성장위원회에서 국제협력국장으로 근무하면서 글로벌녹색성장연구소(GGGI)를 설립하는데 상당한 기여를 하였으며, 2012년 녹색기후기금(GCF)을 한국으로 유치하는데에도 중요한 역할을 수행하였다. 기후변화 협상에서는 저탄소경제로의 국제적인 이행촉진 등을 통해 선진-개도국 간 가교 역할을 적극적 수행하였다.
