[Center for Diplomacy, Negotiation and Strategy of Korean Council on Foreign Relations 한국외교협회 외교협상전략연구소] The 'America First' foreign policies of the U.S. based on the Trump's characteristic negotiation strategies and 'China Dream' envisioned by the president Xi would heighten the possibility of the total transformation of the global order. North Korea's ongoing efforts to develop nuclear weapons and ICBMs would, also, increase the chances to alter the strategic landscapes of North East Asia and the Korean Peninsula. These possible changes would require numerous negotiations for the purposes of either peace promotion or conflict prevention. The era of negotiations would, soon, arrive. Bearing these developments in mind, this session would try to identify important negotiation issues the Korean diplomacy would face and seek for the necessary measures to improve the negotiation capabilities of Korea. 트럼프 대통령의 독특한 협상전략을 바탕으로 하는 미국 우선주의의 대외정책과 시진핑 주석이 제창한 ‘중국몽’을 구현하려는 중국의 대외정책 간의 간극으로 인해 국제질서의 대변환 가능성이 점증하고 있다. 이러한 환경 속에서 지속되는 북한의 핵 및 탄도미사일의 개발은, 한반도는 물론 지역의 안보지형을 근본적으로 바꿀 수 있는 가능성을 내포하고 있다. 이렇듯 광범위하게 전개될 정세 변화는 평화진작의 적극적 목적으로든 또는 위험축소의 소극적 목적에서든 외교협상의 과정을 거칠 수밖에 없을 것이기 때문에 ‘협상의 시대’가 도래하고 있다고 보아도 과언이 아닐 것이다. 이러한 상황에서 한국외교가 봉착할 협상의제들은 과연 무엇이고, 이들을 수행해 나가는데 필요한 과제들은 무엇인가를 논의해 본다.
