ang Keun-taik, former Korean Ambassador to Ukraine, was born in Busan in 1945. He received BA degree in international relations from Seoul National University. He, as a career diplomat, worked for the Ministry of Foreign Affairs of the ROK from 1972 to 2006. Throughout his career, Amb. Kang spent much of time in dealing with the isues relating to national security and inter-Korean relationship.

Thanks to his experience and knowledge in this field, he served as secretary to President Roh Tae-woo on policy planning from 1988 to 1990. And also took part in various inter-Korean talks held between 1987and 1992 as a South Korea representative. He was deeply involved in designing and implementing " Nothern Foreign Policy " of the Roh Administration which enabled South Korea to establish diplomatic ties with former Soviet Union and PRC in short period of time. In addition, as a member of special task force team for South to prepare for Prime Minister's talks between two koreas from 1990 to 1992, he played an important role in planning stratergy and preparing position papers for the talks. The Prime Minister;s talks successfully ended with the adoption of " South-North Basic Agreement " in feb. 1992.

강근택 전 우크라이나 대사는 1945년 부산 출신으로 서울대학교 외교학과를 졸업하였다.
1972년 외교부에 입부한 이래 2006년까지 직업 외교관으로 봉직하였으며 재임 중 많은 경력을 안보 및 남북관계 업무에 종사하였다.

이러한 그의 경험과 지식으로 인해 강 대사는 1988년부터 1990년까지 노태우 대통령의 정책기획 비서관으로 일한바 있으며 1987년부터 1992년 까지는 각종 남북회담 대표로도 활동하였다. 강 대사는 노태우 정부의 “북방정책” 입안과 추진에 깊이 관여하였는데 이 북방정책으로 인해 한국은 구 소련 및 중국과 외교관계 수립을 촉진 할 수 있게 되었다.
강 대사는 또한 1990년부터 1992년까지 개최된 남북총리회담 우리 측 특별대책반의 일원으로서 회담전략을 수립하고 우리 입장을 밝히는 문서들을 준비하는데 중요한 역할을 수행하였다. 남북총리회담은 1992년 2월 “남북 기본 합의서”를 성공적으로 채택하고 종료되었다.
