With ‘Monumental Triumph’ at the Paris COP 21, Paris Agreement for the New Climate Regime presents new opportunities for renewable energy. According to the International Energy Agency (IEA), more than $12 trillion is expected to be invested in the energy industry and $ 8 trillion will be allocated to the renewable energy sector by the year of 2030. In order to facilitate and coordinate energy transition around the world, collaboration among countries as well as public and private is inevitable to scale-up the market opportunity.
In that regard, Korea has embarked 'New Energy Industry' s trategy as the core of the Creative Economy and tries to make Jeju Island as its showcase. Under the name of 'Green Big Bang', Jeju is going to make itself 'Carbon Free Island' by 2030 through 100% renewable energy for electricity and 100% electric vehicles for transport, all of which will be linked to smart grid system. What are the chances for private-public partnership not just in domestic but also global level to make Jeju Green Big Bang
successful?

역사적 파리회의(COP21)가 성공적으로 타결된 이후 재생에너지가 새로운 발전의 계기를 맞고 있다. 국제에너지 기구(IEA)에서는 2030년까지 12조 달러 이상의 에너지분야 투자를 예상하며 이중 8조 달러 이상이 태양광을 비롯하여, 재생에너지 분야에 투입될 것으로 전망하고 있다. 이를 본격화하기 위해서는 국가들 간의 협력, 민관 파트너십을 통해 시장기회를 확대하는 것이 긴요하다.
이와 같은 관점에서 한국은 창조경제의 핵심으로 에너지 신산업 전략을 발표, 제주를 신산업 발전의 글로벌 쇼케이스로 만들고자 한다. 제주는 ‘그린빅뱅’을 통하여, 2030년까지 재생에너지원으로부터 100% 전기 공급과, 100% 전기차 도입을 통하여 ‘탄소없는 섬’ 제주의 비전을 발표하였다. 그렇다면, 제주그린빅뱅을 성공적으로 이끌기 위한 국내외 민관파트너십 전략은 무엇일까?
