[9-C] Rethinking Middle Power and Public Diplomacy: Opportunities and Constraints

Classical geopolitics is playing out again at world politics, where non-great powers barely have room to play. But at the same time, disruptive technologies emerge as another force of change, empowering and enabling non-state actors and lesser powers alike, which leads to “deterritorialization” of world politics and opens a new horizon for non-great power countries. This seems to be particularly so in the emerging new field of non-traditional, public diplomacy.
This session is intended to explore into the issues and roles middle powers should pursue in the realm of public diplomacy amidst the interplay of two mega forces, geopolitics and technologies that are shaping the international order of this century.

오늘날 세계 정치에서는 전통적인 지정학이 다시금 위세를 떨치고 있고, 이러한 관점에서 강대국을 제외한 국가들은 국제관계에서 영향력을 발휘할 여지가 거의 없는 실정이다. 그러나 한편으로는 단절적 기술, 특히 정보통신기술의 발전이 비국가 행위자나 약소국에게도 힘을 실어줌으로써 세계 정치의 탈(脫)영토화를 이끌고 있으며, 중견국가
들에게도 새로운 지평을 열어주고 있다. 이는 특히 최근 들어 부상하고 있는 비전통적 외교 분야인 공공외교에서
두드러진다.
이 세션은 금세기 국제질서를 형성하는 두 개의 거대한 힘인 지정학과 과학기술 사이에서 중견국가가 어떠한 방식으로 공공외교를 추진해야 하는가에 대해 다룬다.
