[Friedrich Naumann Foundation 프리드리히나우만재단] “Smart Cities” are based on the advanced digitalization to foster sustainable development and improve the quality of life of residents. It utilizes the technology in areas such energy use, mobility, security, and governance. In the past, the technological innovation has been mainly driven by large global technology providers. However, “Smart Cities” create opportunities for innovation, calling for new approaches in business sectors. Startups are emerging as new providers of smart urban services for smart cities, and also creator of jobs. Our session aims to assess the challenges and opportunities that startups are facing and discuss strategies to create enabling ecosystems where startups can thrive, by tackling following questions. What regulatory framework needs to be made to make startups survive and scale up later? What would be the role of city government and what policies/regulations should be implemented to support business innovation of startups? What would the strategies for startups to harness a new ecosystem and become a Unicorn? How can we draw a line between freedom to innovate and freedom to privacy in the use of open data? 스마트시티는 디지털 기술을 바탕으로 지속가능한 개발을 도모하고, 시민들의 삶의 질을 증진하고자 한 다. IT 기술은 스마트시티의 에너지 사용, 이동, 안전 및 가버넌스 등 다양한 분야에 적용된다. 과거에는 기 술혁신이 대부분 거대한 국제기업에 의해 주도되었지 만, 스마트시티 발전과 함께 새로운 형태의 비지니스 방식이 떠오르고 있다. 즉, 스타트업이 스마트시티가 필요로 하는 스마트 솔루션의 제공자로 새롭게 부상 하면서 미래 일거리를 창출해내고 있다. 스타트업 생존과 스케일업을 위해서는 어떤 법적틀이 마 련되어야 하는가? 스타트업의 비지니스 혁신을 위한 지 방정부가 할 일은 무엇이며, 어떤 정책 및 법규가 지원되 어야 하는가? 스타트업이 새로운 에코시스템을 창출하 고 유니콘으로 성장하기 위해서 어떤 전략이 필요한가? 오픈 데이터 사용과 관련, 자유로운 혁신 추구와 사생활 보호간 이해 상충에서 어떻게 균형을 잡아야 할 것인가? 이번 세션에서는 위에서 언급된 이슈들을 중심으로 스타트업이 직면하는 기회와 도전을 논의하고자 한다. 더불어, 스타트업 번창을 가능케 하는 에코시스템을 창출하기 위한 전략을 함께 모색하고자 한다.
