17:10 ~ 18:40		[특별세션] 아시아 국제교류 허브로 도약하기 위한 JDC의 발전 방향 [Special Session] JDC, towards a Hub of International Exchanges in Asia	Samda
[Jeju Free International City Development Center 제주국제자유도시개발센터] Korean government has committed to transform Jeju into free international city in order to set a precedent for free market economy where the transfer of people, goods, and capital is free. The government has taken measures to enhance the competency of the city by authorizing a great deal of autonomy, mitigating regulations and establishing a special act. However, the current level of the city’s internationalization is not satisfactory due to a limited range of foreign tourists, inefficient international trade, few international organizations and a low foreign population. This session will serve as an opportunity to discuss directions towards further growth of Jeju by facilitating international exchanges. 정부는 사람과 상품, 자본의 이동이 자유로운 자유시장 경제 모델 구축을 위해 제주국제자유도시 추진을 진행하여 왔음 이를 위해 중앙정부 권한 이양을 통한 강력한 자치권 부여 및 규제완화 등 특례를 통한 국제자유도시 경쟁력 제고를 진행하여 왔으나, 제주국제화의 현황을 보면 제한적인 제주관광의 국제화, 열악한 경쟁력의 국제통상 활동, 전무한 국제화 관련 단체, 미미한 수준의 외국인 거주 현황 등 ‘국제’라는 단어에 걸맞지 않은 상황임 이에 국제자유도시 위상에 걸맞는 다양한 형태의 국제교류 활성화를 통한 제주지역의 발전방안을 논의 하고자 함
