2022년 블라디미르 푸틴 러시아 대통령은 우크라이나를 침공한 이후 전황이 자신의 예상대로 유리하게 흘러가지 않자 핵 사용 가능성에 대해 언급하며 전 세계를 불안에 떨게 했다. 러시아의 핵 사용은 곧 세계적인 규모의 핵전쟁으로 확산될 가능성이 있기 때문이다. 또한 핵전쟁은 곧 인류의 멸망을 의미하기도 한다.
한편 오늘날 국가들은 핵탄두를 소형화한 제한적 전술핵무기를 개발하고 있는데 이는 실제로 핵 사용의 가능성을 높일 것이며 전술핵무기의 사용도 결국은 전면 핵전쟁으로 확장될 것이라는 우려가 나오고 있다. 따라서 현재 우리는 핵을 둘러싼 위기관리가 그 어느 때보다 중요해진 시대에 살고 있다고 볼 수 있다. 우리가 살고있는 한반도 역시 핵으로부터 자유롭지 않은 곳이다.
다행히도 인류는 핵전쟁의 위기를 극복한 경험이 있다. 60년 전에 있었던 쿠바 미사일 위기가 바로 그 경험이다. 쿠바 미사일 위기를 겪으면서 미국과 소련 두 강대국은 핵무기 사용은 곧 공멸이라는 점을 깨닫고 협상을 통해 위기를 평화롭게 해결하였다. 이처럼 위기관리와 협상을 통해 잠재적 핵 위기를 평화롭게 해결하기 위한 능력과 지식을 오늘날의 핵보유국들이 반드시 갖추어야 할 것이다.
그렇다면 위기관리와 관련하여 쿠바미사일위기 사례가 오늘날 핵보유국과 그 지도자들에게 주는 교훈은 무엇일까. 쿠바미사일위기 사례를 연구함으로써 우리는 오늘날의 핵 위기를 극복할 수 있는 지혜를 얻을 수 있을까. 본 세션을 통해 이러한 질문에 대해 세계 석학들을 모시고 논의하는 자리를 마련하고자 한다.


In February 2022, Russian President Vladimir Putin mentioned the possibility of using nuclear weapons when the invasion of Ukraine did not go as he had expected. A lot of countries and people became anxious because of Putin’s remark since Russia’s use of nuclear weapons could escalate into a full-scale global nuclear war and total destruction of humanity.
Meanwhile, today, some states are developing limited tactical nuclear weapons, which could increase the possesser’s likelihood of using nuclear weapons, raising concerns that tactical nuclear weapons could eventually expand into all-out nuclear war. Thus, we are currently living in an era where crisis management surrounding nuclear weapons has become more important than ever. The Korean Peninsula we live in is also not free from nuclear weapons.
Fortunately, humanity has an experience overcoming the nuclear war crisis. The Cuban Missile Crisis, which occurred sixty years ago, is that very experience. Going through the Cuban Missile Crisis, the two great powers, the United States and the Soviet Union, realized that the use of nuclear weapons would lead to the annihilation of humanity, agreeing to solve the crisis through negotiations. As such, today’s nuclear powers must possess the capability and knowledge to peacefully solve any potential nuclear crises through crisis management and negotiation.
Then, what lessons can the Cuban Missile Crisis teach today’s nuclear powers and their leaders about crisis management? Can we gain the knowledge necessary to overcome any potential nuclear crises by studying the Cuban Missile Crisis? We intend to host world-renowned scholars and diplomats to discuss and address these questions through this session.
