2015년 역사적인 파리기후변화협정이 체결된 이후 가장 중요한 기후변화당사국 총회 (COP26)가 오는 11월 영국 글래스고우에서 열린다. 파리협정 복귀를 취임 첫 업무로 시작한 조 바이든 미국 대통령은 ‘탄소중립 2050’이라는 글로벌 목표들 달성하기 위해 기후정상회의를 소집, 자국의 NDC를 50% 상향 조정하는 한편 많은 나라들의 참여를 독려하고 있다. 트럼프 대통령 시절에는 없던 다자주의의 부활이다.
과연 글래스고우 COP26은 성공할 수 있을 것인가? 그 조건은 무엇인가? 파리기후변화협정을 이끌어 낸 주역 올랑드 전 프랑스 대통령과 반기문 전 UN총장이 연사로 참여한 가운데 한국과 미국의 기후챔피언(climate champion)으로 손꼽히는 원희룡 제주지사와 제이 인슬리 워싱턴 주지사가 인류의 미래를 좌우할 新기후체제의 발전방안을 제시한다.


Since the historic Paris Climate Change Agreement was signed in 2015, another big momentum is about to be on the horizon as the 26th UN Climate Change Conference of the Parties (COP26) will be held in Glasgow, the UK in November. The U.S. President Joe Biden, who started his first executive order reengaging the U.S. to the Paris Agreement, summoned a Leaders Summit on Climate to meet the global goals of Carbon Neutrality by 2050, has set a new nationally determined contribution (NDC) for the U.S. to achieve a 50% reduction, encouraging many countries to participate.

Is it a revival of multilateralism that did not exist under the Trump administration? Will Glasgow COP26 ever succeed? What are the conditions?

With former President of France Fran?ois Hollande and former Secretary-General of the United Nations Ban Ki-moon, leading figures of the Paris Agreement, together with Governor of Jeju Won Hee-ryong and Governor of Washington Jay Inslee, climate champions of South Korea and the United States, are going to present ways to develop a new climate regime that will determine the future of humanity.
