[APLN(Asia-Pacific Leadership Network for Nuclear Non-Proliferation and Disarmament)]<bR>[아태핵비확산군축리더십 네트워크]<BR><BR>Nuclear competition has been on the rise in Asia, with competition and confrontation among major nuclear powers around regional issues ranging from territorial disputes (from Kashmir to the South China Sea), conventional arms build ups, the testing and deployment of ever more effective offensive missile systems, the installation of anti-ballistic missile systems (notably the deployment of THAAD on the Korean peninsula), and the continued nuclear provocations of nuclear tests by the DPRK. Against this background, how do the non-nuclear weapon states with advanced nuclear capabilities resist the temptation to develop nuclear weapons? And what can innocent bystanders in ASEAN and elsewhere do to help reduce tensions and thereby reduce the risk of collateral harm from the posturing of others? This session proposes ways to prevent the domino effect of nuclear armament in the region and the roles of non-nuclear-armed countries can play in reducing nuclear threats.<BR><BR>아시아에서는 카슈미르에서 남중국해에 이르는 영 토 분쟁, 재래식 무기 경쟁, 더욱 효과적인 공격용 미 사일 시스템 시험과 배치, 탄도탄 요격 미사일 시스템(특히 한반도 사드 배치) 설치 그리고 핵 실험을 통 한 북한의 지속적인 핵 도발과 같은 지역적 문제를 둘러싸고 주요 핵 보유국 간의 경쟁과 갈등이 심화되면서 핵 경쟁이 활발해지고 있다. 이러한 상황에서 고도화된 핵 능력을 갖춘 비 핵 보유국들은 어떻게 핵무기 개발의 유혹을 뿌리칠 수 있을 것인가? 아세 안과 여타 지역의 비 핵무장 국가들이 긴장 완화와 주변국들의 핵 태세로 인한 부수적인 피해 위험을 낮추기 위해 할 수 있는 일은 무엇인가? 이 세션에서 는 역내 핵 도미노 현상을 막기 위한 방안과 핵 위협을 줄이는 데 비 핵 보유국들이 할 수 있는 역할을 제시한다.
