2022년 2월 러시아의 우크라이나에 대한 침공으로 제2차 세계대전 이후 지속된 유럽의 평화가 깨졌다. 대규모 피난민이 발생하고 민간 희생자가 커지면서 미국과 나토는 러시아에 대한 각종 제재에 나서고 있으나 러시아의 우크라이나에 대한 공격은 멈추지 않고 있고 우크라이나도 예상과는 달리 러시아의 군사적 공격을 오래 견디면서 전쟁이 장기화 조짐을 보이고 있다.
전시상황이 장기화 될 경우 수많은 인명피해는 물론 유럽과 전 세계에 정치, 경제적으로 미칠 여러 심각한 파장이 예상된다. 최근 스웨덴, 핀란드의 나토 가입에서 볼 수 있듯이 서유럽 국가들의 반러시아 결속이 강화되는 등 유럽 정세가 대결 구도로 변하고 있고 미국과 중국, 러시아 등 강대국들이 격돌하고 있어 향후 우크라이나 사태가 국제 질서를 어떻게 재편하게 될지 귀추가 주목된다. 또한 우크라이나 사태로 인해 이미 에너지 위기 상황이 발생하고 있는 등 국제 경제의 불확실성이 커지고 있어 앞으로 세계 경제에 미칠 부정적 영향도 지대할 것으로 보인다.
본 세션은 우크라이나와 러시아 사정에 정통한 고위 외교관 출신 전문가들이 현장 경험을 통해 체득한 전문적 식견을 바탕으로 우크라이나 사태와 우크라이나 사태가 한국 외교에 갖는 함의를 논의하기 위해 마련하였다.
본 세션에서는 세 명의 발표자가 우크라이나 사태의 발발 원인, 우크라이나 사태를 둘러싼 강대국 정치 향배, 우크라이나 사태 종결 전망, 우크라이나 사태의 국제정치·경제적 함의, 우크라이나 사태에 대한 한국 외교정책 제언과 한국 외교·안보 정책에 주는 교훈 등에 관해 자신들의 견해를 밝힐 것이다. 이후 발표자와 토론자들이 자유 토론을 통해 국제 질서 변화에 대한 우크라이나 사태의 함의와 교훈을 수렴하는 과정이 이어질 것이다.



Russia's invasion of Ukraine early this year ended the peace and stability in Europe that had lasted since the World War II. Although the US and NATO pressed Russia with massive sanctions, Russia does not stop its war against Ukraine. Also, Ukraine unexpectedly manages to resist Russia's military attack. This military deadlock seems to lead to the protracted war which will cost numerous lives and have serious consequences on the political and economic situation in the world as well as in Europe.
As is seen in Sweden and Finland's epoch-making decision to join NATO, the West European countries harden its confrontational stance against Russia. The Ukraine war also affects the big powers' relationship. The United States' relations with Russia and China is further worsening. Consequently, the Ukraine war is deemed to bring about the restructuring of world order. Furthermore, the war is likely to have negative impact on the global economy in light of looming economic difficulties such as energy crisis.
At this session, we will invite the three former Korean Ambassadors with hands-on experiences in Ukraine and Russia as speakers. They will address the background of and the aftermath of the Ukraine war and its implications on the Korean diplomacy. They are expected to share their insightful and professional views with the audience. Their presentation will be followed by the free discussion with the participation of the audience, which is aimed at converging the diverse views on this important issue.
