[Jeju Peace Institute 제주평화연구원] EU and ASEAN have established a leading example of ‘interregional cooperation’ while constructing a unique relationship through ASEM. Recently, US and China are proposing new ideas for interregional cooperation such as ‘One Belt One Road Initiative’, and ‘Indo-Pacific strategy’. Interregional cooperation, however, depending upon economic cooperation faces up to difficulties due to competition between the regional blocks and crisis of liberal internationalism. In the context, We will discuss conditions and ideas for Northeast Asia and S. Korea to ensure interregional cooperation in politics and security beyond economic field. And will it be possible to make a model on regional cooperation from Northeast Asia? Furthermore, what should be the direction? What should Northeast Asia and S. Korea do now to build an interregional cooperation initiative? EU와 아세안은 ASEM을 통해 그들 간의 독특한 관계를 형성하면서 ‘지역간 협력(inter-regional cooperation)’의 선도적 사례를 남겼다. 최근에는 미국, 중국 등이 지역 간 협력을 위한 새로운 구상을 잇달아 내놓고 있다. 그러나 경제적 이익 중심의 지역간 협력은 지역의 블록화, 자유주의적 국제주의의 위기 등으로 어려움에 직면하면서 한계를 드러내고 있다. 이런 맥락을 고려하면서 우리는 경제 협력을 넘어 동북아시아에서 정치와 안보 분야에서 타 지역과 보다 건설적인 지역 간 협력을 이룰 수 있는 조건은 무엇인지를 묻고자 한다. 보다 구체적으로, 그 방향은 무엇이 되어야 하는지, 또한 지역주의를 넘어 동북아시아 발 지역협력구상 모델은 가능할 것인가를 묻는다. 우리는 ‘지역 간 협력 구상’을 구축하기 위해 지금 무엇을 해야 하는가?
