[MOFA/Korean National Commission for UNESCO 외교부/유네스코 한국위원회] Multilateralism has never come easy in international politics, but it is ever more difficult now that the U.S. seems to be distancing itself from it. Nowhere is the impact of this change more conspicuous than in UNESCO, which has lost more than 20% of its entire budget due to U.S. withdrawal. Such a setback has even led many to question whether UNESCO's mandate, which is to build lasting peace through education, science, and culture, is still relevant today. As a middle power country that relies on multilateral diplomacy to make its voice heard, and as a Member State of UNESCO that ranks 13th in assessed contributions, the Republic of Korea must now ask the hard questions in its relations with the troubled organization. To such ends, this session seeks to deepen dialogue on what form ROK-UNESCO relations must take in the long run, and on what UNESCO's future should look like. 국제관계에서 다자주의(multilateralism)가 순조로웠던 적은 없지만, 미국이 파리기후변화협정과 유네스코 탈퇴 등 미국우선주의(America First) 기조로 돌아선 최근 다자주의는 그 어느 때보다 위태로워 보인다. 그리고 미국의 탈퇴로 예산의 20% 이상을 잃게 된 유네스코는 이러한 변화의 직격탄을 맞았고, 교육, 과학, 문화를 통해 평화를 구축한다는 그 존재의 이유까지 도전받고 있는 상황이다. 국제사회에서 목소리를 내기 위해 다자외교를 펼쳐야 하는 중견국으로서, 그리고 유네스코 195개 회원국 중 13번째로 정규 분담금을 가장 많이 내는 회원국으로서, 대한민국은 앞으로 유네스코와 어떻게 협력을 해나가야 할까? 이번 세션을 통해 한-유네스코 협력의 중장기 비전을 검토하고, 유네스코라는 조직의 미래를 이야기해 본다.
