[Jeju Peace Institute 제주평화연구원]<BR><BR>The digital and mobile technologies which are ushering in the Fourth Industrial Revolution are fundamentally changing the speed and scope of communication. If artificial intelligence and big data technologies are more widely utilized, they are expected to significantly change state administration and the democratic system. France is already spearheading state reform by establishing a digital-based electronic government with efficient and streamlined administration. The development of IT (information-telecommunication) technologies has brought about a technological evolution that helps in heeding individual citizen’s opinions, and it is expected to affect participatory democracy. To make the government more open and agile with the digital technology, we should stimulate a variety of in-depth discussions on the network-based division of power and cooperative governance, on the ways to formulate a reform-friendly environment through a simplified and efficient administration and on digital democracy. In this session, Jean Vincent Place, French state reform minister, and Won Hee-ryong, governor of the Jeju Special Self-governing Province, will project their vision on the big changes resulting from the Fourth Industrial Revolution and share their views on the ways to aptly and flexibly respond to the future. <BR><BR>‘4차 산업혁명’이라 불리는 디지털•모바일 기술은 소통의 속도와 범위를 근본적으로 변화시키고 있다. 인공지능 • 빅데이터 기술까지 범용화되면 국가사회 시스템, 민주주의 시스템 등에도 변혁을 몰고 올 것으로 예상된다. 프랑스는 이미 디지털 기반의 전자정부를 구축하여 행정 효율성과 간소화를 통한 국가 혁신을 주도하고 있다. IT 정보기술의 발달은 개별시민의 의사를 반영하는 기술적 진화를 가져왔고, 이는 참여 민주주의에도 영향을 줄 것으로 보인다. 디지털 기술의 발전을 유연하고 열린 정부를 만드는 기회로 삼기 위하여, 네트워크에 기반을 둔 분권과 협치, 행정의 효율화와 간소화를 통한 정부의 혁신 생태계 조성, 디지털 민주주의 등에 관하여 다양하고 심도 있는 논의가 필요한 시점이다. 이 세션에서는 장 뱅상 플라세 프라스 국가개혁담당 장관과 원희룡 제주특별자치도지사 대담을 통해 4차 산업혁명이 몰고 올 거대한 변화를 전망하고, 다가오는 미래에 유연하고 민첩하게 대응하기 위한 전략에 대해 의견을 나눈다.
