미국 없는 TPP, RCEP, 한중일 FTA: 전망과 과제

[East Asia Foundation 동아시아재단]<BR><BR>Trans-Pacific Partnership, once called the “Mega FTA” with 12 nations from Asia-Pacific area participating, is hitting a hurdle of the inauguration of Donald Trump. As the new administration has officially declared the withdrawal of TPP under the name of “America First” principle, the world economy is expecting a massive chaos and there is a growing concern arguing that the US may even incline to the renegotiation or even abrogation of bilateral FTA. While the world is raising its voice against the US protectionism countering the trend of global free trade, the session discusses the future and sustainability of TPP without the US as well as the prospects and challenges faced by other multilateral trade schemes like the RCEP and CJK FTA.<BR><BR>아시아·태평양 지역 12개 국가가 참여하며 메가 자유무역협정(FTA)로 불렸던 환태평양경제동반자협정(TPP)이 트럼프 행정부 출범이라는 암초에 걸렸다. 신 행정부의 미국우선주의라는 주요 원칙에 따 라 미국이 TPP 공식 탈퇴를 선언하면서 세계 경제 질서에 혼란이 예상되고 있고, 미국의 이런 행보가 양자간 FTA 재협상이나 폐기로까지 이어질 수 있다는 우려가 제기되고 있다. 세계적인 자유무역기조를 거스르는 미국의 보호무역주의적 행보가 우려를 낳고 있는 가운데, 미국 없는 TPP의 미래와 지속가능성, RCEP, 한중일 FTA 등 여타 다자무역체제에 대한 전망과 과제를 논해 보고자 한다.
