동중국해 수산자원 공동관리 및 이용에 관한 협력 방안

[Jeju Special Self-Governing Province Ocean Fisher's Research Institute 제주해양수산연구원]<BR><BR>The ocean is a complex, multi-layered space that crosses the traditional sense of fisheries, security, maritime transport, and resource development in an unconventional sense, environment. It has mainly dealt with fishing problems in the East China Sea, ownership over islands or security governance. Recently, we have begun to pay attention to the marine governance of each region that deals with specific issues such as overfishing and depletion of the East China Sea fisheries resources. Nevertheless, there is a lack of discussion on the possibility of establishing maritime economy or marine cooperation system by the East China Sea region in political and economic terms. This session aims to identify the marine economy and major marine industries of the major neighboring countries of the East China Sea. Then we discuss the trends of maritime policy that central and local governments cooperate for sustainable marine resources and aim at marine economic development.<BR><BR>해양은 전통적 의미인 수산업, 안보, 해상운송로는 물론 비전통적 의미인 자원개발, 환경 등이 교차하는 복합적이고 다층적인 공간이다. 그 동안 제주해양 수산연구원은 동중국해의 어업 문제나 도서 영유권 혹은 안보거버넌스 문제를 주로 다루었다. 최근에 는 동중국해 수산자원의 남획 및 고갈 등 특정 쟁점을 다루는 권역별 해양거버넌스에 관심을 두고 있 다. 그러나 정치·경제적 측면에서 동중국해 권역별 해양경제나 해양협력체제 구축 가능성에 대한 토론 은 부족한 현실이다. 이번 세션은 동중국해의 주요 주변국의 해양경제 및 주요 해양산업을 파악하고, 이어서 중층적 거버넌스, 즉 중앙·지방정부가 지속 적 수산자원을 위해 협력하고 해양경제 발전을 목표로 삼는 해양 정책동향을 분석 및 고찰하고자 한다.
