지방외교(subnational diplomacy)는 지방자치단체, 비국가행위자(non-state actors), 시민사회단체 등의 외교활동을 뜻한다. 다양한 주체들이 지방외교를 통해 모범사례를 공유하고 글로벌 이슈에 대한 창의적인 해결책을 마련하는 등 공동의 과제를 위해 협력할 수 있다. 특히 지방외교는 지금처럼 지정학적 긴장이 높은 상황에 덜 취약하며 보다 유연하고 자발적인 접근방법을 통해 국제 협력을 이끌어낼 수 있다는 장점이 있다.

오늘날 세계는 미-중 경쟁과 러시아-우크라이나 전쟁으로 긴장이 고조되어 기후변화, 지속가능한 발전, 글로벌 보건 등 공동의 과제를 위한 협력이 원활하게 이루어지지 못하고 있다. 이러한 맥락에서, 본 세션은 세계적인 연대와 협력을 촉진하는 데 있어 지방외교의 역할을 논의하고자 한다.

Subnational diplomacy refers to the involvement of regional and local governments, non-state actors, and civil society organizations in international relations. These actors can work together to address common challenges, share best practices, and develop innovative solutions to global problems. Subnational diplomacy has the potential to be particularly effective in the current geopolitical climate, as it allows for a more flexible, decentralized approach to international cooperation that can be less vulnerable to the shifts and pressures of national politics.

Today, heightened geopolitical tension stemming out of the US-China rivalry and the Russia-Ukraine War is hindering cooperation on global issues including climate change, sustainable development, and global health. In this context, this session will explore the role of subnational diplomacy in promoting global solidarity and cooperation.
