정보통신 기술의 발전으로 사이버 공격은 점차 고도화, 다양화되고 있음. 지속 가능한 평화를 위해서는 모든 유엔 회원국이 준수해야 할 안전한 사이버공간을 만들 수 있는 국제적인 사이버안보 규범 조성이 중요함. 이러한 가운데, 유엔 1위원회 산하 제2차 정보 안보 ‘개방형 워킹그룹(OEWG)’ 에서 사이버안보 국제규범 논의의 주도권을 놓고 신냉전과 같은 양상이 펼쳐지고 있음. 지난 3월 개최된 OEWG 회의에서는 이러한 견해 차이로 참여국들이 컨센서스를 이루는 데 지난한 어려움이 있었음. 더욱이 개방형 워킹그룹은 연구기관, 학계, 기업 등 다중이해관계자가 적극적으로 참여하고 있어 더욱 복잡한 사이버안보 규범 논의가 진행되고 있음. 제주포럼에서 국내외 전문가들 간 논의를 통해 사이버안보 분야에서 각 회원국이 가지고 있는 전략을 추단해 보고, 참여국들이 상충되는 이해관계를 극복하고 건설적으로 국제 사이버안보 규범을 수립해 나가는 데 있어 어떻게 기여할 수 있는지를 모색하고자 함.

With the advances in Information and Communications Technology (ICT), the ways of cyber attacks have become more sophisticated and diversified. For sustainable peace, it is important to establish international norms on cybersecurity that all UN member states need to develop in a way of a peaceful cyberspace. In this regard, the 2nd OEWG has been established under the auspices of the UN. Thereafter, we have witnessed the conflict of opinions among member states that some say could be considered a new cold-war in the field of cyber security. Due to the conflict, the OEWG has had many struggles in the whole process to achieve consensus. Furthermore, active participation of multi-stakeholders has also complicated the discussions of norms in the OEWG Process. The Jeju Forum brings together experts not only from Korea but also from all over the world to infer views on cyber security and how member States can contribute to the progress of discussion on international cyber security norms.
