러시아의 우크라이나 침공과 미·중 경쟁의 본격화 등으로 인해 국제정치 지형이 재편되고 있다. “자유주의 국제 질서의 균열과 더불어 가치의 진영화가 진행되고 있는 상황에서” 중견 국가들은 줄서기를 강요당하는 상황에 빈번하게 노출되고 있고, 특히 연성권력 자원들을 활용하는 공공외교 전략 또한 이러한 환경 변화에 대한 대응이 불가피하다. 거대권력의 충돌로 인한 블록화가 심화되는 상황 속에서 공공외교가 설 자리는 있는가? 앞으로 우리나라가 추구해야 하는 공공외교는 무엇이며 어떠한 함의를 가져야 하는가? 또한 BTS, 오징어게임과 같은 문화 콘텐츠 열풍은 외교를 수행하는 주체를 다양화시켰다. 한국의 스마트파워 영향력을 지속적으로 증진시키기 위해, 정부와 민간 부문이 어떻게 협력해나갈 수 있을 것인가?

The international political landscape is shifting due to Russia’s invasion of Ukraine and the intensifying U.S.-China competition. Given the current rift in the liberal international order and the “blocization” of values, middle powers are often forced to take sides. Such changes in international political environment call for adjustment of public diplomacy strategies that utilize soft power resources. What role can public diplomacy can play amid the deepening blocization following the conflicts between super powers? What public diplomacy strategy should the Republic of Korea pursue and what are its implications? In addition, the phenomenon of the ‘Korean Wave (Hallyu)’, such as the global craze for BTS and Squid Game, has diversified the agents of Korean diplomacy. Therefore, how can the government and the private sector work together to increase the influence of the country’s smart power globally?
