윤석열 정부 출범 직후 이루어진 한-미 정상회담을 통해 양국은 첨단기술과 공급망 등을 포함한 경제 안보 및 기술 동맹 관계 구축을 공식화하면서 앞으로의 한미협력 방향을 제시했다. 한편, 미국 주도 하의 대중 견제 성격이 짙은 IPEF(인도·태평양 경제프레임워크)에 한국이 합류하기로 하면서 한-중 관계에도 긴장의 기류가 감지되고 있다. 안미경중(안보는 미국, 경제는 중국)의 시대가 막을 내렸다는 시각이 지배적인 가운데, 미-중 기술 경쟁에 기인한 기정학적 변수가 한국 정부와 기업들에 가져다줄 기회와 도전은 무엇인가? 글로벌 블록화가 뚜렷한 가운데 한국 등 중견국의 생존과 발전 전략은 있는가? 미-중 양국 간의 협력을 추동할 접점은 정말 없는 것인가?

The U.S.-R.O.K Summit, which was held shortly after the Yoon administration took office, confirmed the two countries’ commitment to an alliance in economic security and technology in areas like advanced technology and supply chain, developing a set of guidelines for their future cooperation. Meanwhile, tensions are growing in the R.O.K-China relations as Seoul has decided to join the IPEF(Indo-Pacific Economic Framework), often regarded as an anti-China coalition led by the U.S. What opportunities and challenges do techno-political factors derived from the U.S-China competition bring and pose for both South Korean government and businesses, given that analysts now believe that Seoul’s dual positioning of partnering with Washington on security and relying on China on economy has now come to an end? Is there any strategy that can bring development and survivability in the face of a clearly apparent global blocization for middle powers like South Korea? Is there really no driving force for the U.S.-China cooperation?
