 코로나19 팬데믹 시대와 이후의 인간안보를 위한 한중일 협력
China-Japan-Korea Cooperation for Human Security in and after the Era of the COVID-19 Pandemic 		Emerald
COVID-19 has brought on East Asian countries acute damage and imminent issues of 1) economic recovery, 2) human security, and 3) pandemic control.

The TCS (Trilateral Cooperation Secretariat), inaugurated in 2011 by the governments of China, Japan and the ROK, serves as a hub to facilitate cooperation among the three countries.

Now CJK has 21 ministerial meetings and many other inter-governmental mechanisms. The TCS not only participates and supports these meetings, but also hosts non-governmental events in various sectors like business, academia, culture, and local government.

Regarding economic recovery, the three countries have the ministerial meetings of economy and trade, finance, transport and logistics, and tourism. Some of them have been conducted already; the three countries will have more. For human security, the three countries have had successful developments in disaster management, health, and environment, among others. To combat COVID-19, governments and experts of CJK are keeping close communication, even at Health Ministers’ level. In addition, the TCS hosted a webinar on CJK’s responses to COVID-19.

This session aims to introduce concrete cooperative efforts of trilateral cooperation as well as the role of the TCS regarding 1) economic recovery, 2) human security, and 3) pandemic control, and to discuss the future directions for trilateral cooperation on the three issues.


코로나19로 인해 동아시아 국가들은 경제 회복, 인간안보 및 팬데믹 통제라는 공통 과제에 직면하였다.

2011년 한중일 3국 정부가 비준한 협정에 의거해 설립된 한중일협력사무국은 3국간 소통 증진을 목적으로 하는 국제기구로 현재 3국은 21개의 장관급 회의와 70개가 넘는 정부간 협의체를 운영 중에 있다. 한중일협력사무국은 정부 협의체에 참석하며 이들간 협력을 지원할 뿐만 아니라 민간 이해관계자들과도 직접 협업하며 3국협력의 기회를 다방면으로 마련하고 있다.

위축된 경제 진작과 관련해서는 경제, 교통 및 관광 부처 장관급 회의가 주된 역할을 하며 이 중 몇 개의 협의체는 코로나19 극복을 목적으로 올해 이미 개최된 바 있다. 인간안보 강화 측면에서는 재난 관리, 보건 및 환경 협력이 활발하게 이루어지고 있다. 코로나19의 총체적 영향에 대응하기 위해 3국 정부와 관련 전문가는 지속적인 소통을 꾀하고 있으며 지난 5월 개최된 한중일 보건장관 영상회의가 이러한 3국협력의 모멘텀을 방증한다. 한중일협력사무국 또한 3국의 코로나19 대응에 관한 웨비나를 주최하는 등 코로나19 시대의 3국협력에 기여하고 있다.

본 세션에서는 경제 회복, 인간안보 및 팬데믹 통제 부분에서의 3국 협력 성과와 한중일협력사무국의 역할을 조명하고, 향후 3국협력 방향을 논의한다.
