[Jeju Peace Institute / GFC (Global Future Council ) on the Korean Peninsula of the World Economic Forum 제주평화연구원/세계경제포럼 한반도위원회] Sanctions have been a regular feature of life in North Korea, starting in the 1950s when the US first imposed sanctions. The initial economic sanctions started to ease in the 1990s only to be re-imposed when the North Korea withdrew from the NPT in 2003. Then, following the first nuclear test in 2006, the sanctions became increasingly restrictive. The focus of the sanctions has shifted over the years from weaponry to economic one and finally to imports of energy. The session will examine the effect of the sanctions in various countries’ perspectives and the following questions will be addressed: Have sanctions been effective? If yes, why? How have they been monitored? How does the sanctions influence on people in North Korea? Have the sanctions put pressure on Chairman Kim Jong Un enough to make him want to sit down at the negotiation table? 미국이 처음으로 대북 제재조치를 시행한 1950년대부 터 제재는 북한의 일상적 삶이 되어왔다. 경제제재는 1990년대에 들어 느슨해졌지만, 2003년 북한이 핵확산 방지조약(NPT)을 탈퇴한 후 재개되었고 2006년 북한 의 첫 번째 핵실험으로 더욱 심한 제재가 가해졌다. 제재 대상은 시간이 지나며 변화했다. 핵과 미사일뿐 아니라 다른 무기를 비롯하여 자산동결, 여행금지와 금융 및 모든 수익창출 수단도 포함되었고, 결국 북한 의 에너지 수입까지 제재의 대상이 되었다. 이 세션은 미국, 중국, 유럽 그리고 국제사회의 다양한 관점에서 이 대북제재의 효과를 검증하고 다음의 질 문을 다룰 것이다: 제재는 효과적이었는가? 효과적이 었다면 그 이유는 무엇인가? 제재의 효과는 어떻게 측 정되었는가? 북한 내부에서 느끼는 제재효과는 어떠 했는가? 대북제재는 김정은 위원장을 협상에 응하게 하는 효과를 지니고 있는가?
