[The Council of Mayor-Provincial governor of South-North Korea Border area 접경지역 시장•군수협의회] Border is the area where the boundary and boundary meet, basically. It can be a place for communication, not severance, depending on what exchange is carrying out beyond the limit. The division of the South and the North Korea is not a fixed status that the people and country are divided simply. It is a 'continuous procedure' that is reproduced in daily life. In this respect, It will be a process of post-division to change from the place that reproduces the division and the result into the space that embraces reciprocal cooperation and mutual communication. DMZ and the border area should be advance to a space that aims for the future of reconciliation and integration, away from the past as a space of hostility and disconnection. To this end, first, we need to revisit the cases for peace settlement on the Korean Peninsula including Gaeseong Industrial Complex and Mt. Geumgang Tour, and so on. Next, We will try to find a way for the border area to take a step toward peace, again. 접경이란 본디 경계와 경계가 만나는 지역이다. 이 경계를 넘어 어떠한 교류가 이루어지는가에 따라 단절의 공간이 아닌 소통의 공간이 될 수 있다. 분단은 민족과 조국이 단순히 양분되어 있는 하나의 고정된 상태가 아니다. 그것은 일상생활 속에서 끊임없이 재생산되고 있는 ‘과정’이다. 이런 관점에서 접경지역을 분단의 결과이자 분단을 재생산하는 핵심 지역에서 상호 협력과 소통의 공간으로 바꿔나가는 것이야말로 탈분단의 과정이 될 수 있을 것이다. DMZ와 접경지역은 적대와 단절의 공간이라는 과거에서 벗어나 화해와 통합의 미래를 지향하는 공간으로 나아가야 한다. 이를 위해 개성공단, 금강산 관광 등 한반도 평화 정착을 위해 진행됐던 사례를 돌아보고, 평화의 걸음을 다시 내딛기 위해 접경지역이 가져야 할 방안을 모색해 보고자 한다.
