[Jeju Special Self-Governing Province 제주특별자치도]<BR><BR>“America First” in the United Stated as President Trump took office, bold moves of Chinese President Xi Jinping after building his solid power base and joining the ranks of superpower countries, diplomatic and economic policies boasted by Japanese Prime Minister Abe Shinzo filled with confidence as he will remain in power until 2021, stronger position of Russian President Vladimir Putin as an influential leader in the international community; this global political landscape predicts a new kind of a cold-war era. An international order has been reshaped focusing more on powerful countries and their own interests. Therefore, better ways can be explored with different cities across the world in order to further secure peace and to resolve conflicts among countries, too difficult to deal with for themselves, through international exchanges and cooperation among local governments, with less at stake.<BR><BR>트럼프 대통령 취임 이후 미국의 ‘미국 제일주의’, 안 정적인 권력 기반 구축과 세계 초강대국 대열에 진 입한 중국의 시진핑 주석의 거침없는 행보, 2021년 까지 집권 가능한 일본 아베 총리의 외교 및 경제 등 각종 정책 행보를 둘러싼 자신감 과시, 국제사회에 서 강력한 지도자로 자리매김한 러시아 푸틴 대통령 의 위상 등 오늘날 세계 정세는 새로운 냉전시대를 예고하고 있으며, 자국의 이익과 강대국 중심으로 국제질서가 재편되는 양상을 띠고 있다. 따라서 정 치적 영향력이 비교적 낮은 지방정부 간 국제교류 및 협력을 통해 국가 간 해결하기 어려운 갈등을 다소 해소하며, 나아가 평화를 확산하기 위한 도시 간 연대방안을 모색한다.
