[4-D] Trans-Pacific Partnership: an Assessment of Its Political Economy

The biggest existing free trade block, the Trans-Pacific Partnership (TPP), which covers 40 percent of the global GDP and one-third of the world trade, has been launched last October. Amidst hopes and skeptics, it poses economic opportunities together with political and social challenges to both participating members and non-participants, i.e. South Korea. In addition to removing traditional trade obstacles to the unprecedented level, the agreement goes much broader to embrace contentious issues including environment, intellectual property and the investor-state dispute settlement. Also, as often is the case with Free Trade Agreements(FTAs), it has important US geopolitical objectives towards Asia.
How would it affect the future economic and political landscapes in Asia? What would be the potential impact that it would have on the poverty at regional and individual scale, and the political implication particularly for the East and South East Asian countries? How costly it would be for the participating members to meet the standard stipulated the agreement? By sharing unique but common experiences in Asia, our session aims to answer the above questions from distinct liberal perspectives.

세계 총생산량의 40%, 세계 무역의 30%를 차지하는 현존 최대 자유무역 블럭인 환태평양경제동반자협정(TPP)이 지난 해 10월 체결되었다. 본 협정이 참가국과 비참가국 모두에게 많은 경제적 기회를 제공할 것이라는 희망이 존재함과 동시에 정치, 사회적 도전과제 또한 양산할 것이라는 우려도 나온다. TPP는 기존의 무역장벽을 전례없는 수준으로 낮춘다는 목표 외에도 환경, 지적재산권, 투자자 국가분쟁해결 조항 등과 같은 논란의 여지가 많은 분야들을 포괄하고 있다. 여타 자유무역협정이 그렇듯 TPP 또한 미국의 지정학적 대아시아 전략의 일환으로 추진되었다.
과연 TPP는 아시아의 정치, 경제적 지형에 어떤 영향을 끼칠 것인가? 역내 및 개별국가의 빈곤문제에는 어떤 영향을 미칠 것인가, 특히 동남, 동북 아시아 국가들에게는 어떤 정치적 함의를 지니는가? 참여국들이 협정상 기준에 부합하기위해 어느 정도의 비용을 지불해야 할 것인가? 본 세션에서는 아시아 각국의 고유하면서도 공통된 경험을 공유함으로써 다양한 자유주의적 관점에 의거해 이 같은 질문에 답을 구하고자 한다.
