[6-D] Future Direction of Jeju Free International City and Developing Infrastructure
제주국제자유도시 미래발전 방향과 인프라 조성 방안

Lately Jeju has been going through the biggest changes in Korea. The population that had stagnated in 500,000 for the past 20 years is rapidly increasing after reaching 600,000 in 2013, and it recently achieved 13 million mark for tourists. This fast-growing number that surpasses all the estimates by urban planning is a crucial indicator of local economic boom, but it is also causing some side effects such as housing shortage, traffic congestion, environmental damage which are threatening sustainable growth of the island.
In this session, a group of experts will discuss the future direction of Jeju Free International City’s sustainable growth and infrastructure in need to improve the quality of life. Most importantly, we’d like to share opinions on the role of the JDC, a public company under the Ministry of Land, Infrastructure and Transport specialized in promoting development of Jeju Free International City to support policy goals of central and local governments.

최근 제주는 국내 어느 곳보다 급격한 변화를 겪고 있다. 20년 가까이 50만 명에 머물던 인구는 2013년 60만 명 시대를 연 후부터 그 증가속도가 더욱 빨라지고 있으며 관광객 1,300만 시대를 맞이하였다. 이러한 이주민과 관광객 증가수치는 각종 도시계획 상 목표치를 상회하며 지역경제 호황의 핵심동력이 되고 있지만 한편으로는 주택 공급, 교통혼잡, 환경훼손 등을 야기하며 미래의 지속가능한 성장에 많은 부담을 주고 있는 것 또한 사실이다. 이 세션에서는 위와 같은 문제와 관련하여 제주국제자유도시의 지속가능 발전 방향에 대해 되짚어 보고 도민의 삶의 질 향상을 위해 우선적으로 구축해야 할 인프라는 무엇인지 논의해 보고자 한다. 특히 제주국제자유도시 조성 촉진을 위한 전담기구인 제주국제자유도시개발센터(JDC)가 국토교통부 산하 공기업으로서 국가 및 지자체의 정책목표 달성을 위해 어떤 역할을 수행해 나가야 할지에 대해 깊이 있는 고민을 나누고자 한다.
