[6-F] Policy Integration and Institutional Coordination: Localizing SDGs at National and Local Levels

Horizontal and vertical institutional coordination, which requires, among other things, re-examining the respective responsibilities of all levels of government, is one of the key ingredients to ensure implementation of the SDGs. The effective localization of the SDGs is also dependent on the capacity of governments to promote policy coherence by strengthening the institutional capacity of local authorities.
This session will provide an opportunity to discuss how to develop institutional frameworks, mechanism and governance structures that enable national and local governments to share responsibilities and resources. It will also look at the pivotal roles that local authorities may play to localize and implement the SDGs. Bringing local governments into the picture of the SDGs implementation is vital not only to foster coherence and harmonization across levels of administration, but also to improve efficiency in service delivery.

중앙 및 지방 정부 각각의 책임을 재검토하는 것을 최우선으로 하는 수평적, 수직적 제도의 조율은 지속가능개발목표(SDGs) 실행에서 가장 중요한 요소 중 하나이다. 지속가능개발목표의 효과적인 지역화는 지방 공공기관의 역량을 강화함으로써 정책적 일관성을 증진하는 정부의 역량에 달려있다.
이 세션에서는 중앙 및 지방 정부의 책임과 자원을 공유할 수 있는 제도적 체계와 정부의 구성을 개발하기 위한 방안을 논의한다. 또한 지속가능개발목표의 실현을 위한 지방 공공기관의 역할과 중앙 및 지방 정부 정책의 화합 방안을 강구할 것이다.
