이 세션에서는 세계 평화와 번영의 맥락에서 손실과 피해 대응의 중요성을 논의하고, 연구, 정책, 자금, 기술, 그리고 역량과 같은 영역에서 국제 협력이 강화될 수 있는 방안에 대해 다룰 예정입니다. 국제 기구, 다자간 개발은행과 기금, 그리고 양자원조기관이 지역 이해관계자들과 협력하여 손실과 피해 영역의 특정 공백에 대응하는 데 도움을 줄 수 있는 잠재적인 방법을 탐색할 것입니다. The goal of limiting global warming to 1.5 degrees Celsius is unlikely to be achieved, and as a result, there is growing focus on addressing loss and damage caused by climate change through, among others, the establishment of a loss and damage fund at COP27. However, there is difficulty in defining and understanding the concept of loss and damage, including what it includes (or does not include), how it relates to adaptation, and what the current gaps are in areas of research, policy, financing, technology, and capacity in vulnerable countries. In this session, we aim to discuss the importance of addressing loss and damage in the context of global peace and prosperity, and how international cooperation could be strengthened in areas such as research, policy, financing, technology, and capacity. We will explore the potential ways in which international organizations, multilateral development banks and funds, and bilateral aid agencies could work together with local stakeholders and specific gaps in the loss and damage space that they could help address. |
