●외교정책 분야에서 지방의회의 역할은 집행부의 역할에 비하여 제한적이라는 견해가 일반적이며 집행부가 주도하는 외교정책에 대하여 의회가 제공할 수 있는 서비스는 한계가 있다는 것이 전통적인 생각임
●하지만, 세계화와 지방화 추세에 따라 지방의회 공공외교 활동에 대한 요구는 더욱 증가하고 있으며 정부 및 지방정부와는 다른 지방의회만의 공공외교의 차별성 및 강점을 발굴하고 국제사회에서 지방의회의 국제협력 모범 사례 공유 및 논의
●향후 지방의회의 체계적인 외교활동을 위한 발전모델 정립하고 지방의회 간 글로벌 협력 네트워크 구축 기반 마련

●In the field of foreign policy, there is a general view that the role of local councils is limited compared to that of the executive branch, and the traditional view is that the service that parliament can provide for foreign policy led by the executive branch is limited
●However, with the trend of globalization and localization, the demand for public diplomacy activities by local councils is increasing, discovering the differences and strengths of local councils that are different from those of central and local governments, and sharing best practices of local councils in the international community
●Establish a development model for systematic diplomatic activities of local councils in the future and lay the groundwork for a global cooperation network between local councils
