“지구온난화 1.5℃특별보고서”에서 지구의 평균 온도가 ‘17년 기준 약 1℃ 상승한 것으로 관측되며, 이로 인한 이상기후 현상은 인류의 생존과도 직결된 과제라는 인식전환이 요구되고 있다. 우리나라 탄소중립정책은 ‘20년 탄소중립선언, ‘2050 탄소중립비전’ 발표로 본격 시행되고 있으나, 장애특수성을 고려하여 기후위기에 대응한 지속가능한 장애인의 참여와 인권보장을 위해, 민·관·기업이 협력하여 실행 가능한 목표와 실천계획이 수립될 필요가 있다. 1회용품 줄이기는 장애인직업재활시설의 매출하락으로 고용된 장애인들의 실직으로 이어질 수 있으며, 환경보호를 위한 정책은 장애인들에게 활동참여 제약(장애인 미 고려 분리수거함 구축, 대중교통 이용 시 저상버스 부족)으로 나타나 일상생활 및 인권과도 밀접하게 관련될 수 있다. 전세계 기후위기대응으로 장애인에게 또 다른 불평등과 차별이 침해되어서는 안되며, 이러한 인권문제를 협력해 재조명하고, 전 인류의 평화와 번영을 위해 서로 공존하는 방안을 논의하고자 한다.

In the "Special Report on Global Warming 1.5°C," the average temperature of the Earth is observed to have risen by about 1°C as of 2017, and it is required to change the perception that the resulting abnormal climate phenomenon is a task directly related to human survival. Korea's carbon neutrality policy is being implemented in earnest with the "20-year Carbon Neutral Declaration, 2050 Carbon Neutral Vision," but in consideration of the specificity of disability, practical goals and action plans need to be established in cooperation with the public, government, and companies to ensure human rights. Reducing disposable products can lead to unemployment of employed disabled people due to falling sales of vocational rehabilitation facilities for the disabled, and policies for environmental protection can be closely related to daily life and human rights as they appear to be restricted from participating in activities (construction of recycling boxes for the disabled, lack of low-floor buses when using public transportation) In response to the global climate crisis, another inequality and discrimination should not be infringed on the disabled, and we will cooperate to shed light on these human rights issues and discuss ways to coexist for peace and prosperity for all mankind.
