2018년 한반도 평화의 봄은 오래 가지 못했고, 현재 한반도 및 남북관계는 경색 국면에서 벗어나지 못하고 있다. 또한 최근 세계는 미·중의 전략경쟁, 코로나19 팬데믹, 러시아의 우크라이나 공격 등으로 세계질서 변화 논의를 진행하고 있다. 특히 코로나19 팬데믹으로 신흥안보의 중요성이 부각되면서 평화, 안보, 협력 인식 변화 논의를 활발하게 전개하고 있다.
이에 본 세션에서는 최근의 세계질서 변화 및 평화, 안보, 협력 인식 논의를 바탕으로, 한반도 평화와 남북한의 공존과 협력을 위한 미래지향적인 새로운 남북관계 패러다임을 모색해보고자 한다.
이를 위해 우선 최근의 코로나19 팬데믹의 충격과 세계질서 변화, 그리고 평화와 안보, 협력 인식 변화 논의를 검토하고, 이를 바탕으로 기존 남북관계 인식 및 패러다임을 비판적으로 평가하고, 공존과 협력을 위한 새로운 남북관계 패러다임 논의를 진행하고자 한다.

A spring of peace unfolding in 2018 on the Korean Peninsula was short-lived, leaving the Korean Peninsula and inter-Korean relations at a continued impasse. There have been recent discussions on changing world orders involving the US-China strategic competition, the COVID-19 pandemic, and Russia’s invasion of Ukraine. In particular, the importance of emerging security, highlighted amidst the global pandemic, gives rise to the active discussions on changing perceptions of peace, security, and cooperation.
Against this backdrop, this session seeks to find a new paradigm for forward-looking inter-Korean relations to promote peace on the Korean Peninsula and foster coexistence and cooperation between the two Koreas based on the discussions of the shifted perception of recently changing worlds order, peace, security, and cooperation.
The session primarily examines discussion on repercussions caused by the recent global pandemic, changes in the world order, and shifts in the perception of peace, security, and cooperation. Based on this assessment, the session critically evaluates the existing perception of inter-Korean relations and paradigm and discusses how to develop a new paradigm for new inter-Korean relations to foster coexistence and cooperation.
