지뢰·집속무기·핵무기 금지부터 민간 평화구축에 이르기까지 평화를 위한 시민사회의 이니셔티브는 NGO와 정부의 리더십, 그리고 이들 간의 긴밀한 파트너십이 없었다면 불가능했을 것이다. 이러한 리더십과 파트너십의 주체와 대상, 그리고 그 동기에 대한 분석은 매우 흥미롭고 의미 있는 주제이다. 이는 시민사회 이니셔티브의 성공을 이해하는 열쇠가 될 수 있을 뿐만 아니라, 다른 분야에서의 협력을 위한 아이디어를 제공할 수도 있다.
이번 세션에서는 ICBL, ICAN의 활동 경험과 민간평화구축의 경험을 통해 시민사회단체와 국가의 리더십과 파트너십을 모색하고, 그 지식이 향후 군축, 평화구축 등에 어떻게 적용될 수 있을지에 대해 논의한다.


Civil society initiatives for peace, from banning landmines, cluster weapons, and nuclear weapons to civilian peacebuilding, would not have been possible without the leadership of NGOs and governments, and the partnership between them. Exactly who led whom, when and why, and exactly who partnered with whom, when, and why are interesting and important questions. They may be the key to understanding--and potentially replicating in other areas--the success of civil society initiatives.
In this session, we will explore the leadership and partnership of civil society organizations and countries through the experience of ICBL, ICAN and civilian peacebuilding, and discuss how that knowledge can be applied to future disarmament, peacebuilding, and other areas.
