The world is currently confronting many critical problems that require our urgent attention. Among them, issues such as the pandemic, nuclear wars, and climate change are unique in the threats they pose to the very survival of human civilization. The enormity and imminence of these existential threats cannot be overstated and confronting them must be central issues for states and leadership. In the midst of a pandemic, relations between the U.S., China, and Russia are worse than they have been in the past three decades, and war between the nuclear superpowers is an ever-present threat.
This session will focus on how existential threats shape the tensions and dynamics between countries and the consequent response needed to resolve these issues. What is working and not working in the present established global and regional governance systems? What kind of changes need to be made? How do domestic politics and hegemonic competition affect multilateralism? How can countries work together?

오늘날 전 세계는 팬데믹과 핵, 그리고 기후변화와 같이 인류문명에 큰 위협이 되는 심각한 문제에 직면해 있다. 물론 이러한 위협을 지나치게 과장해서는 안되겠지만, 국가와 정부의 입장에서는 시급히 다퉈야 하는 중요한 문제임이 분명하다. 팬데믹의 위험 속에서 현재 미국과 중국, 그리고 러시아의 관계는 지난 30여 년 동안과 비교해 더욱 악화되고 있으며, 이에 핵을 보유한 강대국 간의 전쟁 역시 상존하는 위협으로 다가오고 있다.

본 세션은 실제 존재하는 비(非)안보위협을 다루는데 있어서 지금의 글로벌 및 지역 거버넌스가 과연 충분한지에 대해 검토한다. 그 과정에서 다음 질문들에 대한 답을 구하고자 한다. 실존하는 비(非)안보위협이 국가 간의 역학관계를 어떻게 형성하는가? 이러한 위협이 국가 간 긴장관계를 고조시키는가 혹은 완화시키는가? 지금의 거버넌스에서 이러한 위협을 충분히 다룰 수 없다면 향후에는 어떤 변화가 필요한가? 국내정치와 국제사회에서의 패권경쟁이 지금의 다자체제에 어떤 영향을 미치는가? 이러한 위협에 대응하기 위해 세계는 어떤 방식으로 협력할 수 있는가?
