[East Asia Foundation 동아시아재단]<BR><BR>The digital age is upon us: cyber issues penetrate all aspects of national and international life. Cyber security has become fundamental to national and international security and prosperity. For the individual, it underpins freedom of expression, and changes how we learn and interact. But it also carries risks to personal privacy, and to crime. The digital economy is now core critical infrastructure, vital to prosperity, yet involving new vulnerabilities to cyber-attack. It is creating new armies of cyber warriors, specialists in both offensive and defensive cyber ‘warfare,’ dealing with threats ranging from internal sabotage and terrorism to managing strategic war fighting capabilities including nuclear arsenals. The threats at the international level are most plain to see at strategic fault-lines – such as on the Korean peninsula. The session will deal with the challenges and promise of cyber security in all aspects of modern society – in its national, regional and global dimensions.<BR><BR>디지털 시대가 도래했다. 사이버 이슈는 국내외 모 든 삶의 영역을 관통한다. 사이버 안보는 국가 및 국 제 안보와 번영의 기틀이 되었다. 개인에게는 표현의 자유를 뒷받침하고 배움과 상호작용하는 방식을 바 꾸지만 이와 동시에 개인정보 침해와 범죄의 위험을 동반한다. 디지털 경제는 매우 핵심적이고 중요한 인프라로 번영에 필수적이지만 사이버 공격에 대한 취약성이라는 새로운 문제를 낳고 있다. 내부 사보타주 와 테러에서부터 핵무기를 포함한 전략적 전쟁 수행 능력 관리까지 다양한 위협에 대응하는 사이버 워리 어, 즉 사이버 ‘전쟁’의 공세 및 수세 전문가들로 이루 어진 새로운 형식의 군대가 만들어지고 있다. 국제적 수준의 위협들은 한반도와 같이 전략적 취약성을 가 진 지역에서 나타난다. 이 세션에서는 현대 사회의 모 든 분야에서 사이버 안보가 갖는 도전과제와 미래를 국가적·지역적·세계적 차원에서 다루고자 한다.
