[1-B] Strategies and Global Cooperation for the Transition to a Low- Carbon Climate Resilient Economy
저탄소 기후탄력적 경제로의 전환을 위한 전략과 국제협력

In December 2015, the international community adopted the Paris Agreement which set a new starting point in addressing climate change, the greatest challenge facing humankind today. Unlike previous instruments, the Paris Agreement requires all Parties to mitigate greenhouse gas emissions and take actions to adapt to climate change.
Not only does climate change pose a challenge but it also offers an opportunity to create new businesses and jobs. In order to take advantage of this opportunity, each country should establish strategies to make a transition toward a “low-carbon climate resilient economy” and set up necessary institutions and policies to implement those strategies. International cooperation is a useful tool as well as an essential factor in this process. In particular, developing countries are in desperate need of support from the international community in order to achieve sustainable economic development.
In this session, we will explore a variety of strategic options for the transition to a climate resilient economy that each country can adopt, and discuss ways to enhance international cooperation, including supporting developing countries.

2015년 12월 국제사회는 파리협정을 채택함으로써 인류가 당면한 최대 과제인 기후변화 대응의 새로운 출발점에 서게 되었다. 파리협정은 과거와 달리 모든 국가에 온실가스 감축과 기후변화에 대한 적응 행동을 요구하고 있다.
기후변화는 도전인 동시에 새로운 산업과 일자리를 창출할 수 있는 기회이기도 하다. 각국은 이 기회를 활용하기 위해 ‘저탄소 기후탄력적 경제’ 로의 전환을 위한 전략을 수립하고 이를 뒷받침하는 제도와 정책을 추진해야 한다. 이 과정에서 국제협력은 유용한 수단이자 필수 불가결한 요소이다. 특히 개발도상국들에게는 지속가능한 경제 발전을 위한 국제사회의 지원이 절실하다.
이번 세션에서는 기후탄력적 경제로의 전환을 위해 각국이 선택할 수 있는 다양한 전략을 모색하고, 개발도상국 지원을 포함한 국제사회의 협력 방안에 대해 논의하고자 한다.
