[1-D] Trilateral Views : Promoting Nuclear Safety Cooperation in Northeast Asia
3국의 시각: 동북아지역 원자력 안전 협력 강화

China, Japan, and the ROK (the three countries) all have deep experience with nuclear energy and large commercial nuclear power sectors, and the use of nuclear power is expected to continue to expand. It is estimated that almost one third of the world’s nuclear power plants will be concentrated in Northeast Asia by 2030. Nuclear power is not only related to one country’s economic growth, but also closely linked with its social stability and most importantly, people’s daily life.
In recent years, especially after Fukushima Daiichi accident, the public began to pay more attention to safe use of nuclear power. People need to be assured that nuclear power plants and other facilities are operated safely. The three countries have been cooperating with each other on nuclear safety since 2008 by holding the annual Top Regulators Meeting (TRM) on Nuclear Safety. After the Fukushima accident, the three countries attached more importance to TRM and have been making greater efforts to strengthen relevant cooperation.
Based on the existing cooperation, this session invites officials and experts from the three countries to introduce various efforts on nuclear safety so as to provide more clear and useful information to general public. The speakers will also share good practices for developing nuclear safety culture and give suggestions on practical ideas to further strengthening trilateral cooperation on nuclear safety.

한중일 3국은 모두 원자력 에너지 및 대형 상용 원자력 분야에 풍부한 경험을 갖고 있으며 원자력 사용은 지속적으로 확대될 것으로 보인다. 또한 2030년까지 세계 원자력 발전소의 약 3분의 1이 동북아 지역에 집중적으로 건설될 것으로 예측된다. 원자력은 한 국가의 경제성장뿐 아니라 그 사회의 안정은 물론 사람들의 일상생활과 밀접한 관련이 있다.
후쿠시마 원전 사고 이후 대중은 원자력의 안전한 사용에 대해 더 많은 관심을 갖기 시작했다. 많은 이들은 원자력발전소와 기타 관련 시설이 안전하게 가동되기를 바란다. 한중일 3국은 2008년부터 매년 원자력 안전규제책임자회의(TRM)를 개최하는 등 원자력 안전 분야에서 서로 협력하고 있다. 3국은 후쿠시마 사고 이후 TRM에 더 큰 중요성을 부여하고 관련 협력 사업을 강화하기 위해 더 많이 노력을 기울이고 있다.
이 세션에서는 이러한 기존의 협력틀을 바탕으로 하여 3국의 원자력 관련 부처 관계자 및 전문가를 초대해 원자력 안전에 관한 각국의 다양한 노력을 소개하고 더 명확하고 유용한 정보를 제공하고자 한다. 연사들은 원자력 안전 문화 양성을 위한 실천 방안을 공유하고 원자력 안전 분야에서 3국협력을 강화할 수 있는 실질적인 아이디어를 제시할 것이다.
