15:10 ~ 16:30		[2-B] The Past Achievements and Future Directions of the UNGGE in Information Security UN 정보안보 GGE의 성과와 전망
[Ministry of Foreign Affairs(MOFA) & Korea University Cyber Law Centre] The importance of cyber security has recently been highlighted in the national security. Since 2004, ‘UN Group of Governmental Experts in the Field of Information Security (UNGGE)’ has been taking place four times, and the consensus report of 2013 adopted by the third UNGGE agreed that existing international law, in particular, the Charter of United Nations applies to the 'Use of ICTs by States', namely cyberspace. The fourth UNGGE adopted the report on how existing international law applies in cyberspace, and voluntary and non-binding norms for responsible behavior of states. The fifth UNGGE which will begin in August 2016 is expected to be a significant momentum to the development of international law and norms for cyber security issues. This session will discuss the past achievements and the future directions of the UNGGE on the application of international law and the development of voluntary norms to and for cyber security. 최근 국가안보 분야에서 사이버 안보의 중요성이 강조되고 있다. UN 차원에서도 2004년 이후 현재까지 ‘정보안보 분야 정부전문가그룹 회의(UNGGE)’가 4차례 진행되었고 제3차 UNGGE가 채택한 2013년 보고서에서는 ‘국가에 의한 ICT 이용’, 즉 사이버 공간에 기존 국제법, 특히 UN헌장이 적용된다는 점을 합의하였다. 이후 제 4차 UNGGE에서는 기존 국제법이 사이버공간에 어떻게 적용되는지, 그리고 국가의 책임있는 행동에 대한 자발적, 비구속적 규범이 무엇인지를 설명하는 보고서를 채택하였다. 2016년 8월에 시작되는 제5차 UNGGE는 사이버 공간의 안보 문제에 대한 국제법 및 규범의 발전에 중요한 모멘텀이 될 것으로 기대된다. 본 세션에서는 제5차 UNGGE를 앞두고 UNGGE에서 논의되고 있는 사이버 공간의 안보에 대한 국제법의 적용과 이행 방안에 관한 관련 전문가들의 심도 있는 논의를 수행하고자 한다.
